The plan aims to effectively deploy shared information systems, software, and applications deployed by the Central Government to support localities; develop and promulgate a list and plan to deploy shared digital platforms for all or many agencies and units in the area within the management scope of the industry and field.
In the process of selecting and implementing, building shared digital platforms must ensure compliance with the province's e-government/digital government architecture, and must be consistent with plans and strategies on digital transformation approved by local authorities, and meet network safety and security criteria. Nghe An does not invest in software and applications with functions and scope similar to shared digital platforms deployed by the Central Government.
For existing shared digital platforms, the managing unit shall proactively review the features, functions, operations, and scope of implementation of the shared digital platform for application; study similar functions and operations of the Central shared digital platforms for alternative applications, avoiding duplicate, overlapping, and wasteful investment.
The shared digital platforms invested and built by the Central Government will be deployed synchronously and consistently to the grassroots level (including the provincial and communal levels). When the shared digital platform is completed, the competent authority will guide the units according to the functions of the province, and local cadres, civil servants and public employees will be granted direct accounts to use and perform specialized tasks on these shared platforms.
For digital platforms shared by sectors and fields, the province proactively builds them. The Provincial People's Committee requires that the selection of digital platforms shared by sectors and fields must be consistent with the province's e-Government/Digital Government architecture, and at the same time be consistent with plans and strategies on digital transformation approved by local authorities, meeting the criteria on network safety and security.
Communes do not build their own software or applications when there are common solutions from the province or the central government.
Currently, Nghe An has 42 digital platforms for shared sectors and fields that are being deployed and managed, such as: National Public Service Portal, Nghe An Provincial Administrative Procedure Information System, Official Email System...; 5 digital platforms for shared sectors and fields proposed by the province for investment, such as: Nghe An Provincial Science and Technology Sector Database, Nghe An Provincial Industry and Trade Sector Digital Database Management and Exploitation System, Agriculture and Environment Sector Digital Database Management and Exploitation System, Health Sector Database, and software for managing approval of investment policies for non-budget projects. It is expected that the 5 shared digital platforms will be completed in December 2025.
