The Department of Education and Training of Ho Chi Minh City has just announced the results of a survey measuring people's satisfaction with public education services in the area in 2025.

The survey results were collected from nearly 486,000 ballots, including parents of all levels of education and high school students, continuing education students and vocational secondary school students.
The average overall satisfaction score of all levels of education is 4.59/5. The lowest overall satisfaction score is at high school with 4.49 points and the highest is at preschool with 4.72 points.
According to the survey, the highest scores in preschool may reflect high satisfaction from parents with the initial educational environment, while the lowest scores in high school may stem from academic pressure or higher expectations.
The average overall satisfaction rate for all levels of education is around 98.09% (higher than 96.19% in 2024). The overall satisfaction rate ranges from 97.58% (preschool) to 98.56% (continuing education). Other levels of education such as primary, secondary and high school also maintain rates above 97.85%, demonstrating consistent quality of education.
At preschool level , satisfaction scores ranged from 4.57 to 4.62 points on a 5-point scale. Of which, educational environment achieved the highest score with 4.62 points, while access to educational services achieved the lowest score (4.57 points).
Other areas such as educational activities (4.61) and educational outcomes (4.61) were also rated good, while facilities (4.6) needed improvement.
The satisfaction rate of preschool parents by field ranges from 97.22% to 97.88%. Educational outcomes (97.88%) are the highest, reflecting satisfaction with children's progress, while educational activities are at the lowest level (97.22%).
At the primary level , the satisfaction scores of primary school parents are in different areas, with an average score from 4.52 to 4.66/5 points.

Educational environment (4.66) is the highest, access to educational services (4.52) is the lowest. Other areas such as facilities (4.64), educational activities (4.6) and educational outcomes (4.57).
Regarding the satisfaction rate of primary school parents by field, the average is from 97.75% to 98.91%. Facilities (98.91%) is the highest, while educational activities (97.75%) are the lowest.
At the secondary level , parents' satisfaction scores by field ranged from 4.47 to 4.59/5 points. Access to educational services (4.59) was the top score, while facilities (4.47) was the lowest score.
The satisfaction rate of parents of secondary school students by field, with a range from 97.60% to 98.68%. Access to educational services is the field with the highest satisfaction rate (98.68%) and educational outcomes are the weakest point with 97.60%.
At the high school level , parent satisfaction ranges from 4.5 to 4.53 on a 5-point scale. Access to educational services leads with 4.53 points and the lowest is educational outcomes with 4.5 points.
The satisfaction rate of high school parents ranges from 96.98% to 98.38%. Access to educational services leads with 98.38%, facilities are the lowest (96.98%).
The report stated that in 2025, the average overall satisfaction score was 4.59/5 and the satisfaction rate reached 98.09%, reflecting great trust from parents, students and learners at all levels.
According to the survey report, the overall satisfaction rate of students and parents with public education services in the area from 2022 to 2025 tends to increase gradually.

In 2022, the rate of parental satisfaction with public education services reached about 87%, indicating a rather modest level of satisfaction. By 2023, the rate increased to about 90%, in 2024 it recorded 96% and by 2025 the rate peaked at 98%.
“The increase from 87% to 98% in four years is a leap, reflecting the effectiveness of educational reforms, especially the strategy of building a happy learning environment,” the report said.
Some solutions to improve the quality of public education services proposed by the Department of Education and Training of Ho Chi Minh City:
- Continue to implement and supplement the criteria of the "Happy School" model to be deployed to all educational institutions in the area, focusing on a positive learning environment and comprehensive development for students.
- Continue to implement the Project to build 4,500 classrooms in the area. At the same time, increase investment in facilities, especially in suburban areas and at levels with low satisfaction scores such as high school and middle school.
- Continue to effectively implement the 2018 General Education Program, support teachers in transforming teaching methods and improving educational outcomes.
