Since the Politburo and Secretariat issued Conclusion No. 137 dated March 28, 2025 on the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government organization model, Mr. Pham Thanh Luc has advised the agency's leaders to develop a plan to implement a collection of sample seals of agencies, units, and localities and display them at the district's tradition room.
Over the past month, despite being busy with work before merging communes and abolishing the district level, Mr. Luc still diligently went to each agency, unit, and locality and collected 359 seal samples, including 75 seal samples of 32 agencies, departments, and political organizations at the district level and 284 seal samples of agencies in 18 communes and towns.
“This is a project with an important historical mark, demonstrating the presence and operation of agencies, units and localities in the district. These seals not only bring administrative value but also symbolize the development and innovation of the political system through the periods,” Mr. Luc shared.

During the process of collecting stamp samples, Mr. Pham Thanh Luc received support from agencies and localities in the district.
Mr. Hong Quang Minh - Chairman of the Association of Victims of Agent Orange/Dioxin in Que Son District said that this is a very meaningful work. When the stamp is displayed, it will help the next generation recognize the existence and role of the Association of Victims of Agent Orange in the district. From there, we can see the attention and support of the Party, the State, and the whole society for the victims.

According to Mr. Huynh Van Sau - Director of the Que Son District Culture, Information and Tourism Center, the unit has completed the above collection and organized an introduction and exhibition in the traditional room on June 20, 2025. The collection is presented scientifically , with a preface to guide viewers to easily access.
This collection of stamps will be an important milestone, recording the development and innovation process of Que Son district, demonstrating the sense of responsibility and pride of generations of cadres, civil servants, public employees, and workers who have contributed and worked in units and localities. The collection is also a valuable source of reference for research and study of the history and activities of agencies, units, and localities in the future.
