Japan restricts exports of 23 semiconductor products to China

Under the Foreign Exchange and Foreign Trade Act, weapons and goods that can be converted to military applications are subject to government export control, requiring approval from the country's Minister of Economy, Trade and Industry before export.

This move follows a similar step by the US Department of Commerce earlier and will take effect from July 23.

Twenty-three additional items to the list require individual licenses, except for exports to 42 countries and territories identified as “friendly.”

Included in the restricted list this time are extreme ultraviolet lithography manufacturing equipment and three-dimensional memory stacking machines, which are used in the production of advanced high-performance logic chips measuring smaller than 14 nanometers.

The United States is moving to tighten restrictions on exports to China of advanced semiconductors used in supercomputers and artificial intelligence. Washington has called on Japan and the Netherlands, leading semiconductor nations, to take similar measures.

In a move to respond to US restrictions, Beijing announced late last week that it would suspend imports of products made by US semiconductor company Micron Technology, citing significant risks to national security.

On May 23, China's Ministry of Commerce also voiced opposition to Japan's new export measures.
