(born in 2007, Quan Hanh town), VPG (born in 2006, Nghi Hoa commune), BND (born in 2005, Nghi Van commune), NXĐ. (born in 2004, Nghi Trung commune), VPMN (born in 2007, Nghi Hoa commune), all from Nghi Loc district; HNT (born in 2005, Long Xa commune), P.D.H. (born in 2007, Long Xa commune), HVM (born in 2005, Long Xa commune), all from Hung Nguyen district, Nghe An .
Among the group of young people, 7 had criminal records for disturbing public order and stealing property.
According to the police investigation, upon learning that NMN (from Nghe An) had completed his prison sentence at Xuan Ha Prison (Luu Vinh Son Commune, Thach Ha), these 12 young men "discussed" and "planned" to go to Ha Tinh to pick him up.
Early in the morning of December 4, a group of young men on 7 motorbikes, including 5 without license plates, traveled from Vinh City to Ha Tinh. While on the road, the group of young men did not wear helmets, drove at high speed, recklessly overtook, ran red lights, drove in 2 or 3 rows, drove in the wrong direction and honked loudly, causing chaos on the road.
Upon receiving the news, Thach Ha District Police coordinated with Cam Xuyen District Police and other functional units to organize a "loose interception" force to conduct an administrative check and invite 12 young men to the headquarters for questioning.
At the police station, the group of young men admitted to violating regulations such as driving a motorbike without a helmet, without a driver's license, and without a license plate...
According to the Thach Ha District Police, in the group, there were 6 people including VPG, VPN, P.Đ.H., HVM, HNTNĐ.K. who had criminal records for disturbing public order. NXĐ. had criminal records for theft of property and V.Đ.H. had also been administratively punished for disturbing public order.
Thach Ha District Police have drawn up a record of administrative violations in the field of road traffic safety and order against the group of young people, and are continuing to verify and clarify related violations.
