Changes in new regulations for motorbike drivers from 2025

Under the new regulations, drivers of motorbikes and two-wheeled vehicles will only be allowed to carry one person, instead of two as before. However, there are some exceptions, including:

Transporting sick people to the emergency room (remains the same as current law). Escorting people who have violated the law (remains the same as current law).

Carrying children under 12 years old (new regulation reduces 2 years compared to current law).

Transporting the elderly or disabled (new addition).

Two-wheeled motorbikes will only be allowed to carry one person, instead of two as before.

If carrying more people than the prescribed number, drivers of two-wheeled motorbikes and scooters will be fined from 300,000 to 600,000 VND, depending on the severity of the violation. Specifically, carrying two people will be fined from 300,000 to 400,000 VND. Meanwhile, carrying three or more people will be fined from 400,000 to 600,000 VND. In particular, if causing a traffic accident, the violator can have his/her driving license revoked for 2-4 months.

The 2024 Road Traffic Safety Law also brings many other changes related to the issuance of driving licenses. Specifically, the classification of driving licenses will be adjusted to better suit each type of vehicle, helping to better manage vehicles on the road.

Notably, from 2025, motorbikes will have to undergo emissions testing at inspection centers, similar to cars today. This regulation aims to reduce environmental pollution, protect public health and ensure that vehicles on the road meet emission standards.

From 2025, motorbikes will have to be tested for emissions at inspection centers.

In addition, the 2024 Law on Road Traffic Safety also has new regulations on traffic safety, such as:

Children under 10 years old will not be allowed to sit in the same row as the driver, to ensure the safety of children when participating in traffic.

It is strictly forbidden to drive a vehicle with alcohol in the blood or breath, in order to reduce traffic accidents caused by drunk driving.

Apply a point deduction mechanism on driving licenses for serious traffic violations.

Regulations on school buses are also adjusted to ensure student safety when traveling on the road.

In particular, the new law also allows auctioning of motorbike license plates, creating conditions for people who want to own beautiful license plates, contributing to the state budget.
