Associate Professor To Van Hoa becomes Rector of Hanoi Law University

(NLDO) - The new Principal of Hanoi Law University, To Van Hoa, said this is a great honor for him but also a heavy responsibility.

On July 16, Hanoi Law University held a ceremony to announce the decision to recognize the Chairman of the University Council and Rector for the 2025-2030 term.

Associate Professor, Dr. To Van Hoa received the decision to recognize him as the Rector of Hanoi Law University.

Attending the ceremony were Minister of Justice Nguyen Hai Ninh and President of the Vietnam Academy of Social Sciences Phan Chi Hieu.

Dr. Chu Manh Hung, Party Secretary, Chairman of the School Council for the 2020-2025 term, was trusted and recognized to hold the position of Chairman of the School Council for the 2025-2030 term.

Also at the ceremony, Hanoi Law University announced Decision No. 1786/QD-BTP recognizing Associate Professor, Dr. To Van Hoa as Rector of Hanoi Law University; Resolution No. 12/NQ-HDTĐHLHN appointing Mr. Hoang Xuan Chau, Rector of Northern Law College, as Vice Rector of Hanoi Law University.

Associate Professor, Dr. To Van Hoa replaced his predecessor, Dr. Doan Trung Kien, who was transferred and elected as Vice Chairman of Tay Ninh Provincial People's Committee.

Speaking at the ceremony, the new Principal of Hanoi Law University, To Van Hoa, said that this was a great honor for him but also a heavy responsibility, especially in the context that the school is aiming for ambitious and challenging development goals.

"The road ahead is a new one with many difficulties and challenges. But I believe that with the close guidance of the leaders of the Ministry of Justice, the effective coordination of ministries, departments, branches and relevant agencies; together with the solidarity, consensus, responsibility and creativity of all cadres, lecturers and civil servants, Hanoi Law University will firmly overcome all difficulties, continue to develop strongly and sustainably" - Associate Professor To Van Hoa expressed.

Associate Professor To Van Hoa was born in 1973 in Quang Ngai.

He graduated with a BA in International Law from Hanoi Law University (1995); a MA in European Law from Lund University, Sweden (2000); and a PhD in Constitutional Law from Lund University, Sweden (2006).

From 1997 to 2009, he was a lecturer at the Faculty of Administrative Law - State, Hanoi Law University.

From October 2010 to October 2014, he was Director of the Center for Legal Research on State Organization, Faculty of Administrative Law - State.

From March 2021 to May 2025, he was Vice President of Hanoi Law University. He has held the position of Acting President of Hanoi Law University since the beginning of May 2025.

Currently, the Board of Directors of Hanoi Law University includes Principal To Van Hoa and 3 Vice Principals: Associate Professor, Dr. Vu Thi Lan Anh, Associate Professor, Dr. Nguyen Ba Binh and Dr. Hoang Xuan Chau.
