Diplomats said France was working with partners to sanction Hamas individuals and financial networks at the European Union (EU) level.

Also in November, Britain imposed a travel ban, asset freeze and arms embargo on four Hamas leaders, including Mr Sinwar, and two of the group's financiers.

The French embargo comes as Israel enters a new phase of its military campaign to eradicate Hamas.

Israeli government spokesman Eylon Levy said on December 5 that the war in the new phase will be difficult, but Israel is ready to listen to constructive suggestions to reduce damage to civilians.

The Israeli army announced on the same day that it had completely surrounded the Jabalya refugee camp in the northern Gaza Strip. This is the largest refugee camp in the land and has been continuously attacked in recent days after the ceasefire agreement expired.

The Times of Israel reported that Israeli soldiers were raiding Hamas security headquarters in the area. In recent days, soldiers found weapons and a variety of equipment and intelligence documents.

The Wall Street Journal recently quoted US officials as saying that Israel has installed many pumps and plans to pump seawater into Hamas tunnels to force them out.
