He pointed out the urgent challenges. Vietnam is one of the countries most affected by climate change. The average temperature has increased by 0.5-0.7 degrees Celsius per decade. In early 2025, PM2.5 dust concentrations in Hanoi and Ho Chi Minh City were 16 times higher than the World Health Organization's safety threshold.
Dr. Hoang Hiep warned that 5-6 major storms are forecasted in 2025. Economic losses due to natural disasters could account for 1-1.5% of GDP each year. Meanwhile, statistics from the Department of Climate Change show that 2024 will be the hottest year in history, with natural disasters killing or leaving more than 500 people missing.
In response, the Government has established a solid legal framework. From January 1, 2025, more than 2,100 businesses will be required to conduct greenhouse gas inventories.
This year’s program focuses on practical action, especially supporting small and medium enterprises (SMEs). Mr. Hoang Hiep said that a 3-step roadmap of “Simplify - Standardize - Internationalize” has been designed. Specific tools include an Excel emission calculator, training courses and support to access international standards.
“We want to send a clear message: SMEs are not left behind,” said Mr. Hiep.

Agreeing with this orientation, Associate Professor, Dr. Le Bo Linh, a member of the 13th National Assembly and an expert of the National Assembly's Committee on Science, Technology and Environment, said that the program creates substantial changes. He said that economic development cannot be separated from social responsibility, and the integration of ESG criteria needs to become the foundation.
"I hope the program will continue to inspire and contribute to promoting the journey to realize the country's sustainable development goals," Mr. Linh emphasized.
Within the framework of the event, the Organizing Committee and delegates pressed the button to launch the program. A series of activities will be implemented such as: announcing the report "National Green ESG Enterprises 2025", planting "Million trees", green model exhibition and "Green Fashion" fashion show. The program will last until the end of December 2026.
