The force participating in protecting security and order at the grassroots level has many advantages when operating in residential areas, because it is established on the basis of the voluntary participation of the people; its members are local residents, so they are very familiar with the area, understand the habits, lifestyles, customs, practices, thoughts and aspirations of the majority of the people. From there, the force participating in protecting security and order at the grassroots level can quickly grasp the situation of security and order developments in the community, support the regular police to resolve arising issues urgently, from afar, early; contributing to limiting complicated and prolonged developments. In the conditions of commune-level areas with large areas and large populations, the necessary role of this force is further affirmed.
When established and put into operation, the force participating in protecting security and order at the grassroots level has been interested in arranging working places, providing tools, uniforms, badges, insignia, signs, and vehicles according to regulations. In particular, ensuring full support and compensation regimes, being supported with voluntary social insurance and health insurance contributions at the level decided by the Provincial People's Council (Resolution No. 36/2024/NQ-HDND dated July 10, 2024)... These conditions have significantly encouraged and motivated members participating in protecting security and order at the grassroots level to feel more secure in undertaking their work and completing their tasks. It is necessary to mention the very high spirit of self-awareness, responsibility, and initiative of this force. Although they do not wear police uniforms, in general, they always accompany and stand side by side with the regular force in all tasks and situations, even difficult and sudden tasks.
According to research in Ha Long ward, there are currently 27 security and order protection teams at the grassroots level, with a total of 112 people. In the first 6 months of 2025, this force (before July 1, 2025 under the Hong Hai and Hong Ha wards) joined the ward police in 315 night patrols to prevent crimes and social evils. At the same time, they participated in ensuring absolute safety for dozens of working groups and important political , cultural and social events taking place in the area; handled many small conflicts and disputes on the spot, maintaining peace in residential areas and streets.
In Vang Danh ward, there are currently 32 security and order protection teams at the grassroots level, with a total of 146 people. From the beginning of 2025 until now, this force (before July 1, 2025, belonging to Nam Khe, Bac Son, Vang Danh and Trung Vuong wards) actively participated in a series of key tasks to protect local security and order, such as: Propagating drug laws to people after drug rehabilitation; maintaining security and order for the project to open provincial road 338; checking the field for areas at risk of landslides during the rainy and stormy season...
From July 1, 2025, new communes, wards and special zones were established according to the 2-level local government model, and the forces participating in protecting security and order at the grassroots level were immediately focused on improving them to maintain effective operations in the new situation. With such a spirit of urgency, the security and order protection teams are continuing to promote their assigned roles and tasks every day and every hour, especially closely coordinating and supporting the ward police in grasping the security and order situation, fire prevention, and administrative management of social order. At the same time, they participate in building a movement for the whole people to protect national security and order, participate in propagating the law, mobilizing people to participate in the fight against denunciations, preventing crimes..., contributing to maintaining a safe and stable area in the whole province.
After completing the reorganization of commune-level administrative units from July 1, 2025 according to Resolution No. 1679/NQ-UBTVQH15, the work of ensuring security and order in Quang Ninh has been deployed in a drastic and synchronous manner. From the grassroots police force to the provincial level, all units have identified this as a particularly important stage, requiring a high level of initiative, not allowing loopholes or losing control of the situation during the transition period. |
