Resolution No. 17 NQ/TU (dated October 30, 2023) of the Provincial Party Executive Committee on building and promoting cultural values and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development, after 1 year of implementation, has affirmed effective in practice. This is a solid foundation for the province to mobilize all resources, comprehensively develop Quang Ninh people; affirm the central role and subject of the people, maximize the strength of culture - soft power in the new era.
The Club for Preserving the Cultural Identity of the Dao Thanh Y Ethnic Group in Cong To Village (Tien Lang Commune, Tien Yen District) was established at the end of November 2024 and quickly attracted a large number of members. The club was established to preserve the unique cultural features of the Dao Thanh Y ethnic group and diversify the culture here, not letting it fade away over time, meeting the aspirations of the local people.
Ms. Chieng Thi Hoa, a member of the Dao Thanh Y Cultural Identity Preservation Club in Cong To village, said: The Dao Thanh Y people have a rich cultural heritage, from language, costumes, cuisine , to customs, practices, or traditional festivals such as dragon dance to pray for a good harvest... Every Saturday and Sunday, more than 10 members of the club practice songs, dances, embroider traditional costumes, and handkerchiefs with unique patterns of the Dao Thanh Y people... Experienced people guide those who do not know. Elderly people teach the younger generation. Through the club's activities, the Dao Thanh Y people have a clear understanding of the traditional cultural values of their people, thereby raising awareness and responsibility in preserving and promoting traditional cultural values.
The establishment, maintenance and expansion of these clubs is an important solution for Tien Yen district to realize Resolution No. 17-NQ/TU of the Provincial Party Committee. Mr. Nguyen Viet Hung, Party Secretary and Chairman of Tien Lang Commune People's Committee, said: The awareness of local people has been significantly improved, demonstrated through the effective maintenance of the clubs' activities. In 2024, the commune established more than 10 cultural, artistic and sports clubs, 2 clubs on preserving and maintaining ethnic culture. The clubs have mobilized the participation of all classes of people in the area with many components and ages. The Resolution of the Provincial Party Committee has come into life, contributing to creating strong changes in innovation, creativity, and the aspiration to build a developed, rich, civilized Tien Lang commune, imbued with national cultural identity, with the unique characteristics of Tien Lang people being "friendly and sincere".
Implement the Resolution No. 17-NQ/TU, the awareness of Party committees, authorities, organizations in the political system and people in the whole province about the role and importance of promoting cultural values, human strength in building and developing the socio-economy, building the political system has been raised. 100% of units and localities have propagated and thoroughly disseminated the resolution to civil servants, public employees and people. The work of propagating the resolution, the annual working theme, the system of values of the province, and the values of Quang Ninh people has been widely deployed and diversified in forms, such as: visual propaganda, art performances, reports, news articles on the media...
In 2024, cultural activities from the province to the locality took place vigorously, increasing in quantity, improving in quality, diversifying in form; targeting people and domestic and international tourists, contributing to improving the quality of people's lives. The whole province organized over 120 competitions, exhibitions, displays, performances, announcements of new works, creative camps, scientific seminars, forums... on the topic of cultural development and people of Quang Ninh. Localities organized more than 600 art performances to serve people in the whole province, focusing on remote areas, border areas, and islands, to improve the quality of cultural enjoyment of the people. District-level units coordinated with relevant departments and branches to deploy QR codes for 370/370 red addresses, historical and cultural relics, with the application of digital technology to establish a system, actively contributing to promoting and developing local tourism; Spread meaningful historical values to people and tourists.
Social security, social welfare, health protection, education and training development continue to receive attention and promotion. The total estimated budget for implementing social support and assistance policies is about 400 billion VND/year, with about 45,000 beneficiaries; of which 5,313 people are beneficiaries under the province's own policy with a budget of over 36 billion VND.
The positive results achieved from the implementation of Resolution 17-NQ/TU are the driving force and endogenous strength to promote the development of culture and people of Quang Ninh province to firmly enter a new era - the era of national growth.
