Preschool teacher's preferential allowance can be added by 10%

The Ministry of Education and Training yesterday announced a plan to increase preferential allowances for preschool teachers by 10 percentage points and primary teachers by 5 percentage points.

At the 5th meeting of the Committee on Culture and Education on the afternoon of May 27, Minister Nguyen Kim Son expressed his wish to receive support from the National Assembly on increasing preferential allowances for teachers and allocating land funds for education to pave the way for socialization, according to the Ministry of Education's Media Center.

He said he had worked with the Ministry of Home Affairs and both sides agreed to increase the preferential allowance for preschool education by 10 percentage points and primary education by 5 points. This plan is awaiting comments from the Ministry of Finance. If approved, the proposal will be applied from July 1.

Current job incentives for preschool and primary school teachers are the same, from 35-50% depending on the working location.

"I hope delegates support increasing preferential allowances for teachers to ensure the number of people working in educational institutions," Minister Son shared.

Previously, in November 2022, the Ministry proposed a preferential allowance for preschools of 100% for disadvantaged areas; 70% for the remaining areas, which is double the current level. The increase in preferential allowance aims to reduce teacher resignation.

Minister Nguyen Kim Son said the average income of a preschool teacher after 5 years of work is 4.5 to 4.7 million VND, including allowances and seniority. For new recruits, the income is only about 3 million VND in the first 2-3 years.

Preschool teachers in particularly difficult areas can earn VND6 million after five years of work, but the number is limited. These teachers have to work in particularly difficult environments, and their salaries are not commensurate with their efforts, according to the minister.

Since the beginning of 2022, more than 16,000 teachers nationwide have quit their jobs, an average of one in every 100 teachers leaving the industry, mainly in preschool and primary schools.

According to current regulations, preschool teachers receive salaries from 3.1 to 9.5 million VND per month. This level for primary school teachers is 3.4 to 10.1 million.

From July 1, when the basic salary increases to 1.8 million VND, the salary of preschool and primary school teachers ranges from 3.8 to 12.2 million.

In addition to salary, teachers receive seniority allowance (5% after 5 years of work, 1% added each year), and professional incentives as mentioned above.

If the increase in preferential allowances is approved, preschool and primary school teachers' salaries will increase by VND360,000-440,000 per month.
