After receiving instructions from the Department of Education and Training of Binh Thanh District, Ho Chi Minh City, on the evening of September 28, class 1/2 of Hong Ha Primary School held a parent meeting after school hours. The meeting content was to clarify the matter of each student contributing 10 million VND to the class fund, the spending of nearly 230 million VND to repair the classroom, and the refund of 10 million VND collected from each parent.
The meeting took place internally under the supervision of the school.
Parent N. (name changed), who was the first to leave the meeting room, said he had received more than VND9.6 million from the school.
Responding to VTC News, Ms. Bui Thi Hai Yen, Principal of Hong Ha Primary School, said: "Today, the school held a meeting with 32 parents of grades 1/2 to resolve their concerns; and at the same time, refund the amount of money spent in violation of regulations. The form of payment will be refund and receipt on the spot."
Regarding the source of money used to pay parents, Ms. Bui Thi Hai Yen refused to disclose.
This is an internal meeting under school supervision only.
Regarding this issue, at a recent regular press conference on the socio -economic situation of Ho Chi Minh City, Ms. Le Thuy My Chau, Deputy Director of the Department of Education and Training (DET), said that the Department had requested the Department of Education and Training of Binh Thanh District to verify the incident at Hong Ha Primary School and issue a written report on this matter.
The Department of Education and Training of Binh Thanh District has requested the Board of Directors of Hong Ha Primary School to meet with the parent representatives and all parents of grades 1/2 to propose solutions to overcome the illegal collection and expenditure.
"In addition, the Department of Education and Training of Binh Thanh District has directed the school to monitor and supervise the implementation of the refund of illegal revenue and expenditure by the parents' representative board of grade 1/2 students and report promptly; directed the school to criticize the homeroom teacher of grade 1/2 for the above violations ," said Ms. Chau.

Ms. Chau added that the Department of Education and Training has issued a document guiding schools on the collection and expenditure of support and sponsorship from parents at the beginning of the school year. The Department also assigned the Department of Education and Training to rectify and set up inspection and supervision teams. She acknowledged that although the city is proactively fighting against overcharging at the beginning of the year, this situation still occurs, specifically at Hong Ha Primary School, there are many expenditures that are not for the right purposes.
"The Ho Chi Minh City Department of Education and Training continues to direct localities to monitor and supervise the implementation of educational institutions in the area, and promptly handle any problems that arise," Ms. Chau emphasized.
