According to the Department of Culture and Society of Hai Chau ward, since the morning of July 31, the unit has organized direct monthly payments to social protection beneficiaries in the ward at two locations: Phuoc Ninh Cemetery (56 Huynh Thuc Khang Street) and 172 Nguyen Chi Thanh Street.
The Department of Culture and Society of Hai Chau ward said that it has sent a document requesting the executive board of the residential group in Hai Chau ward to coordinate in inviting beneficiaries of social protection to receive money in July and August 2025.
To facilitate the payment of benefits, the unit is divided according to specific old wards. In particular, Phuoc Ninh Cemetery is the payment point for people in the old wards of Hai Chau district, formerly Hai Chau ward, Phuoc Ninh ward, and Thach Thang ward.
The payment period is from July 31 to the morning of August 2 and from August 4 to the end of August 5 according to the attached schedule for each residential group. When receiving money, residents are reminded to bring their money receipt book, citizen identification card, and if someone else receives it on their behalf, there must be a letter of authorization.
Mr. Nguyen Van Duy - Chairman of Hai Chau Ward People's Committee said that after the 2-level government model came into operation from July 1, because the unit was a newly established organization, there were many difficulties in the initial stage, especially in opening accounts at the treasury and payment sources.
By July 21, Hai Chau Ward will be able to handle procedures related to the source of money. The first thing the ward will do immediately is to make a payment plan for war invalids and sick soldiers before July 27.
Next is payment to social protection beneficiaries. Since there is currently no specific guidance on specific payment via post office as before, the ward organizes direct payment.
On this occasion, Hai Chau Ward People's Committee deployed forces to guide, maintain and ensure security and order in the area, helping people to receive money conveniently during the payment process. This is an effort of the locality after implementing the two-level government model to ensure the rights of the people, especially those in vulnerable groups in society.
From July 23 to July 25, Hai Chau Ward People's Committee organized payments to 2,800 war invalids and sick soldiers, ensuring completion on the occasion of the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025).
