Reviewing cybersecurity “gaps” in the aviation industry

(NLDO) - Request the Ministry of Public Security to complete the aviation security report, especially the review and urgent repair of "vulnerabilities" in the network information system.

On the morning of June 5, Deputy Prime Minister Tran Hong Ha, Chairman of the National Civil Aviation Security Committee, chaired a meeting on ensuring aviation security and safety in the first 5 months of 2025.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested the Ministry of Public Security to complete the report on the results of the implementation of tasks and work assigned to the members of the Committee after the meeting on February 25, 2025, especially the inspection and identification of technical "gaps" in ensuring the security and safety of the network information system, clarifying responsibilities, solutions and roadmap for overcoming them.

The Ministry of Construction and the Ministry of Public Security continue to discuss and agree on the transfer of functions and tasks of ensuring aviation security, clearly identifying the focal agency of the Committee; urgently submit to competent authorities a plan to perfect the organizational model and operating regulations of the Committee.

The Deputy Prime Minister assigned the Ministry of Public Security to review and propose solutions to ensure synchronization between machinery, equipment and people in the aviation security control system; enhance coordination and connection between security forces and other forces on duty at the airport; expand the subjects and methods of aviation security and safety control as recommended by the International Civil Aviation Organization (ICAO).

The Ministry of National Defense coordinates with the Ministry of Public Security to research and develop legal and technical solutions and invest in equipment and technical means; at the same time, mobilize the political-social system and people to participate in detecting, preventing and stopping early risks of aviation security and safety right from the grassroots level.

The Ministry of Construction shall preside over and coordinate with the Ministry of Home Affairs to study the model of an independent and objective aircraft accident investigation council with clear functions and tasks, including experts from many fields, with modern equipment in accordance with the recommendations of the International Civil Aviation Organization (ICAO); and develop a mechanism for close cooperation with aircraft accident investigation agencies of other countries.

49 violations were handled in the first 5 months of the year

According to the report of the Ministry of Public Security, in the first 5 months of 2025, the Ministry directed professional units to coordinate with the police of 17 localities with airports, together with the Civil Aviation Authority of Vietnam, Vietnam Airports Corporation (ACV) and related forces, to ensure the safety of 116,212 flights at 22 airports nationwide. The units also conducted security screening for more than 227,000 tons of goods and luggage.

Since taking over the task of ensuring aviation security, the Ministry of Public Security has received and handled 49 security violations at 22 airports nationwide.

Following the direction of Deputy Prime Minister Tran Hong Ha, the Ministry of Public Security is studying aviation security models of several countries and proposing to assign the Ministry to preside over counter-terrorism work, following the principle of "one task is assigned to only one presiding agency".

The Immigration Department has also guided localities to deploy aviation security programs and develop emergency response plans, ensuring consistency and uniformity according to public security regulations.

In addition, operational units are building an aviation security database capable of sharing and connecting across regions, and planning drills to respond to illegal interference in civil aviation activities.

Regarding cyber security, the Department of Cyber Security and High-Tech Crime Prevention has conducted a comprehensive inspection of the network information system at the Vietnam Air Traffic Management Corporation. The results showed that no serious incidents have occurred. However, the Ministry of Public Security recommends upgrading technical infrastructure, enhancing security for Internet connection systems, and adding specialized forces and providing in-depth training according to international standards.

Meanwhile, the Ministry of Construction is urgently completing the Project to establish an Agency for investigating aircraft incidents and accidents, according to ICAO's recommendations.
