Regarding the incident, the Ho Chi Minh City Association for the Protection of Children’s Rights has also just issued a document condemning the act of child abuse. According to the Ho Chi Minh City Association for the Protection of Children’s Rights, the content and images reported in the press show that the act of child abuse and mistreatment has occurred many times and over a long period of time. In particular, this act was carried out by the staff at the Rose Shelter.

In order to protect the rights of children as stipulated in the Law on Children 2016, the association requests the People's Committee of District 12, the Department of Labor, Invalids and Social Affairs of District 12, and the Police of District 12 to promptly take measures to ensure the safety of children being managed, cared for and raised at Hoa Hong Shelter. At the same time, take timely measures to deal with those who have committed acts of violence and abuse against children, to avoid similar situations.
