According to Chairman of Hoa Vang District People's Committee Phan Van Ton, in 2022 and 2023, Hoa Vang was assigned to implement 8 Group C projects, of which 2 projects have been completed and 6 projects are under construction. In 2024, it was assigned to be the investor of 39 projects, with a total cost of nearly 70 billion VND.
Currently, there are 2 projects that have been behind schedule for over 3 years, both of which are projects to expand and upgrade rural traffic routes, but have not been implemented due to problems in compensation and site clearance.
For Lien Chieu district, in 2022 and 2023, it was assigned to implement 149 group C projects with a total investment capital of more than 490 billion VND. Of which, 43 projects were approved by the City People's Committee for investment policy, and 106 projects were authorized by the City People's Committee for investment decision. The projects basically ensured progress and were completed and put into use on time, serving the production and life needs of the people.
At the meeting, representatives of localities agreed to recommend that the People's Committee and People's Council adjust the synchronous mechanism to implement investment preparation work, because most of the delays are from the investment preparation stage. Adjustments to design, material prices, raw materials, and labor should be issued before capital allocation, to avoid the case where the project is approved and capital is allocated before adjusting prices to slow down the project.

The city also needs to have a consistent policy on compensation for households building houses on land that is not residential land, so that localities can unify the implementation of site clearance work, avoiding complaints and lawsuits among the people. Especially at a time when the new Land Law has not yet come into effect, and there are no Decrees or Circulars guiding its implementation.
Speaking at the supervision session, Comrade Phan Thi Tuyet Nhung, Head of the Economic - Budget Committee of the People's Council of Da Nang City emphasized: The projects assigned to the locality as the investor, or authorized for investment, although the capital is not large, are all urgent projects, directly serving the lives of the people in the area. Therefore, investment procedures and regulations need to be implemented quickly, neatly, shortening the time as much as possible, ensuring quality, progress and soon completing to serve the people's lives.
