In response to the developments of storm No. 3, this afternoon (September 4), Minister of Agriculture and Rural Development Le Minh Hoan chaired an online meeting with ministries, branches and localities to promptly deploy response solutions. According to the updated bulletins of the National Center for Hydro-Meteorological Forecasting, during the movement, in the past days, storm No. 3 has continuously increased in intensity. At 1:00 p.m. this afternoon (September 4), the center of the storm is located in the eastern sea area of the North East Sea, 710km east of Hainan Island - China. The strongest wind near the storm center is level 12, gusting to level 15. The storm is moving in the West Northwest direction, traveling 10 - 15 km per hour. This is a very strong storm, from September 5 to September 6 it will continue to increase in intensity, the area near the storm center can reach level 15, gusting to level 17. Waves can be 9 to 11m high.

Before the developments of storm No. 3, presiding at the main bridge, Minister of Agriculture and Rural Development Le Minh Hoan requested relevant forces and localities forecast to be in the affected area to report on response readiness.

Especially the scenarios for evacuating people according to the plan that has been developed. Plans to protect agricultural production.

This afternoon, the Chairman of Nghe An Provincial People's Committee issued a telegram directing forces and localities to urgently deploy measures to respond to storm No. 3.

After grasping the general situation, concluding at the meeting, Minister of Agriculture and Rural Development Le Minh Hoan emphasized that it is expected that the storm will make landfall at around 2:00 p.m. on September 7, so by 2:00 p.m. tomorrow it will be about 48 hours before the storm hits land, and by 2:00 p.m. on September 6 it will be 24 hours before it makes landfall. These are key times to assess and come up with the most effective response measures. Affirming that storm No. 3 is a very strong storm, each sector and locality must proactively prepare scenarios to minimize damage to people and property as well as damage to technical infrastructure and dyke and irrigation works.

Depending on the specific situation, localities in dangerous areas proactively ban beaches and markets. Especially since this is the beginning of the new school year, school closures to ensure student safety must also be given attention. In addition to on-site forces, depending on the development of storms and floods, police and military forces are ready with personnel and equipment to respond promptly in key locations.
