Under the drastic direction of the Party Committee and the government in site clearance work, the Resettlement Area of Rai hamlet, Muong Vang commune is gradually coming into existence.
Focus on breakthrough projects
On June 26, in Muong Vang and Dung Tien communes, Sun Group Corporation started 3 eco-tourism, resort and social security projects with a total investment of more than 10 trillion VND. Of which, Ho Kha high-class eco-urban area, hot mineral resort; Doi Thung high-class eco-urban area, resort and entertainment; Quy Hoa new rural residential area and resettlement infrastructure, housing are projects located entirely on Muong Vang land.
Identifying this as a “golden opportunity” for development, in the second working week after merging administrative units and operating the two-level local government, the People's Committee of Muong Vang commune organized a conference to listen to progress reports on key projects in the area, to evaluate the overall work that has been implemented, review difficulties and obstacles, and propose tasks and solutions in the coming time.
Comrade Doan Quang Hung, Chairman of Muong Vang Commune People's Committee, said: All 3 projects of Sun Group Corporation being implemented in the commune are projects that have been included in the list of key projects of the province by the Standing Committee of Hoa Binh Provincial Party Committee (formerly), now Phu Tho Province, to exploit potentials and strengths, bring high-class tourism, service and urban products, contributing to the economic restructuring of the locality. Although there are many difficulties when it first comes into operation, the Party Committee and the commune government are determined to not let the project's progress be delayed due to compensation and site clearance.
Not only focusing on tourism - urban projects, Muong Vang Commune People's Committee is implementing many other social security projects such as the resettlement area in the landslide area in Rai hamlet (former Tuan Dao commune). With strong direction, people in landslide-prone areas will have the opportunity to settle down before the 2025 flood season.
Be proactive and flexible in all situations
One of the major obstacles at present is the issue of disbursement for approved compensation plans. After the merger, the old district-level site clearance agency has temporarily stopped operating and has not yet completed the new apparatus, causing temporary congestion. Specifically, to implement the New Rural Residential Area Project, resettlement infrastructure and housing in Quy Hoa, the People's Committee of Lac Son district (old) issued 3 decisions approving compensation plans for site clearance for more than 225 households subject to land acquisition, with a total cost of more than 54 billion VND. Of which, the Project Management Board and the People's Committee of Lac Son district (old) have paid 18.253 billion VND. The remaining 36 billion VND has no payment plan while the people have agreed on the compensation plan.
With the motto of site clearance being “an immediate task”, the People’s Committee of Muong Vang commune proactively proposed that the Department of Agriculture and Environment work with the Sun Group Corporation to arrange funding sources for payment. The People’s Committee of the commune will coordinate in paying compensation and handing over land to the investor. “We determined that site clearance work must be done quickly and neatly, not allowing people to continue production on the recovered land to avoid waste and reduce arising issues during implementation. As soon as the investor’s support money is available, the commune will coordinate in making payments to the people”- Comrade Doan Quang Hung shared.
Step by step to remove the obstacles, the commune directed to change the "tactic" of site clearance to "rolling" to complete the work as it is done instead of "doing it all at once" as before. This method not only helps to propagate and spread to the people in the area but also creates convenience for investors when implementing construction.
Flexible direction in management has removed many bottlenecks for urgent landslide projects in Muong Vang commune. For example, with the project to build a resettlement area for Sao Mong hamlet - the project is implemented on 5% of the commune's land and does not have to carry out compensation for site clearance. However, during the implementation process, there was a need for compensation for households' land in the recovered land area. To resolve the problem, the commune developed a compensation plan with land (5% of the land is managed by the commune at another location) instead of compensation in cash, because the project does not have compensation funds. According to Chairman of the People's Committee of Doan Quang Hung commune: This plan is stipulated by law (compensation in land or money). In addition, the commune has requested the winning contractor to support crop costs for people whose land is recovered.
From direct dialogue with people and businesses to remove difficulties and obstacles, proactively and flexibly in developing compensation plans, the Party Committee and the government of Muong Vang commune have shown their role and initiative in site clearance, contributing to speeding up the progress of key projects, creating breakthroughs in local socio-economic development.
