Provincial leaders and delegates attended the conference at the Provincial People's Committee bridge.

Attending the Tuyen Quang bridge were comrades: Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue; leaders of the Provincial People's Committee, the Provincial Fatherland Front Committee; leaders of departments, branches, and People's Committees of districts and cities.

Storm No. 3 ( Yagi ) is a historic storm with very strong intensity and great destructive power, causing heavy rain in 26 provinces and cities in the Northern region, causing very serious consequences for people and property, negatively affecting production, business and people's livelihoods.

With the spirit of promptness, timeliness and efficiency, the Government and the Prime Minister have organized many conferences, meetings, issued many telegrams; Government leaders have directly inspected localities. On September 17, 2024, the Government issued Resolution No. 143-NQ/CP on key tasks and solutions to urgently overcome the consequences of storm No. 3, quickly stabilize the situation, support people, restore production and business, actively promote economic growth, control inflation well, and ensure major balances of the economy .

Most recently, on September 27, the Prime Minister issued Official Dispatch No. 100/CD-TTg dated September 27, 2024 requesting ministries, branches and localities to focus on directing and implementing measures to quickly restore agricultural production after storm No. 3 and floods.

In Tuyen Quang, although the storm and flood have passed, the consequences are still very severe. Thousands of hectares of rice and crops have been lost; people's livelihoods have been severely affected; hundreds of households are having to stay temporarily due to landslides that threaten their safety. Many traffic infrastructure works, bridges, and factories have been damaged and cannot be repaired. The total damage is estimated at over 2,400 billion VND.

At the meeting, delegates all agreed that storm No. 3 caused damage not only in one industry, one field, one locality but also caused a widespread disaster. In the immediate future, it is necessary to stabilize housing for people who lost their homes; implement social security policies, including rice subsidies, planning safe residential areas, building works in the area associated with natural disaster prevention work, shelters to ensure safety for people during the rainy and stormy season; invest in completing the monitoring and warning system for flash floods, landslides in areas at high risk.
Delegates also suggested that the Government should have a special mechanism for localities that suffered heavy damage to restore production, rebuild infrastructure damaged by storms, and at the same time, financial policies for businesses and cooperatives such as deferring, exempting, reducing interest rates, extending the time to fulfill financial obligations... so that businesses can soon recover production.

Concluding the Conference, Prime Minister Pham Minh Chinh pointed out 5 lessons learned from the work of preventing and overcoming the consequences of storm No. 3. First of all, warning and forecasting must be timely, early and from afar; leadership and direction must be timely, decisive, focused and key; the goal of protecting the lives and property of the people and the state must be put first and foremost, mobilizing all resources for natural disaster prevention; ministries, branches and localities must actively and proactively prevent and overcome the consequences of natural disasters; promote communication and propaganda of skills to prevent and overcome the consequences of storms and floods for the people.
