The National Assembly Standing Committee voted to approve the establishment of Ben Cat City in Binh Duong province and Go Cong City in Tien Giang province on the afternoon of March 19.
Ben Cat City was established on the basis of Ben Cat town, covering an area of 234.35 km2, with a population of nearly 364,600, including 7 wards: An Dien, An Tay, Chanh Phu Hoa, Hoa Loi, My Phuoc, Tan Dinh, Thoi Hoa and Phu An commune. This city borders Tan Uyen City, Thu Dau Mot City, Bau Bang, Bac Tan Uyen, Dau Tieng districts and Ho Chi Minh City.
The National Assembly Standing Committee also decided to upgrade An Dien and An Tay communes to wards. Thus, Binh Duong province now has 4 districts and 5 cities, the locality with the most cities in the country.

Presenting the previous report, Minister of Home Affairs Pham Thi Thanh Tra said Ben Cat is one of the five important urban areas of Binh Duong, the growth engine in the north of the Ho Chi Minh City region. This area develops high-tech industry, clean industry, research and technology transfer centers, landscape protection areas along the Saigon and Dong Nai rivers, and peripheral agriculture.
By 2030, Ben Cat is expected to be an industrial - service urban area; by 2040, it will be an urban center with the function of an industrial - service urban area - traffic hub; with a strongly developed road traffic system, connecting smoothly with key routes, industrial parks, and urban areas in the south of the province.
Ben Cat City has 8 industrial parks and a concentrated production area, creating jobs for about 180,000 workers. The town's total budget revenue in 2022 will reach more than 2,500 billion VND, with an average income per capita of 89.4 million VND/year; attracting foreign investment of more than 1.5 billion USD.
During the review, Chairman of the Law Committee Hoang Thanh Tung said that the establishment of Ben Cat city is consistent with the planning, meets the requirements of state management in the area, and creates conditions to promote the potential and strengths of the locality. However, Ben Cat city has some low urban quality standards such as land for construction of public service works; number of medical facilities per 10,000 people; rate of household electricity supply; green land area...
Therefore, the Law Committee recommends that the Government direct all levels of authorities in Binh Duong province to closely follow the plans and roadmaps. The People's Committee of Binh Duong province prioritizes investment and construction according to the planning to ensure the goal of urban development, by 2025, the above standards will reach the minimum level or higher as required.
Establishment of Go Cong city in Tien Giang province
Also this afternoon, the National Assembly Standing Committee resolved to establish Go Cong City on the basis of Go Cong Town, with an area of 101.69 km2 and a population of 152,000. The city borders Go Cong Dong District, Go Cong Tay District and Long An Province.
Some administrative units in Go Cong City were also rearranged, including merging the entire area and population of Ward 4 into Ward 1; merging Ward 3 into Ward 2. Four communes in Go Cong City were upgraded to wards, including Long Chanh, Long Hoa, Long Hung and Long Thuan.
After the arrangement, Go Cong City includes 7 wards: 1, 2, 5, Long Chanh, Long Hoa, Long Hung, Long Thuan and 3 communes: Binh Dong, Binh Xuan, Tan Trung.

Minister Pham Thi Thanh Tra said that Go Cong town is located on the southwestern economic corridor, a center for cultural and historical tourism, trade and services, connecting Ho Chi Minh City with the Mekong Delta. This area prioritizes the development of marine economy, industrial parks and clusters, coastal ports, sea transport; development of fishing, aquaculture, seafood; development of trade, services, and marine tourism.
In 2022, the total production value of Go Cong town will reach more than 7,000 billion VND, the proportion of trade - service and industry - construction sectors will reach 81%; economic growth rate will be 10.54%; total budget revenue will be 706 billion VND; average income per capita will reach 66.34 million VND.
Ms. Tra believes that the establishment of Go Cong city on the basis of the entire natural area and population size of Go Cong town is necessary, meeting the requirements of economic management, planning, and meeting the aspirations of local people.
