4 more groups will receive government support to pay health insurance from July 1

(NLDO) - Village health workers, artisans and victims of human trafficking will receive monthly health insurance premium support from the state budget.

From July 1, according to the Law amending and supplementing the Law on Health Insurance 2024, the state budget will support monthly health insurance contributions for 4 more groups of subjects.

According to Clause 4, Article 12 of the Law effective from July 1, 9 groups will be supported with health insurance premiums from the state budget, including: People from near-poor households; students; people participating in security and order protection forces at the grassroots level; people from farming, forestry, fishery, and salt-making households with average living standards; Village health workers, village midwives; non-professional workers in villages and residential groups; Ethnic minorities in areas that have escaped from particularly difficult socio -economic conditions; folk artisans, excellent artisans; victims under the Law on Prevention and Combat of Human Trafficking.

Four new groups have been added this year, including: Village health workers; part-time workers in residential groups; folk and elite artisans; and victims of human trafficking.

Previously, in March, the Ministry of Health proposed increasing the health insurance premium support for high school students from 30% to a minimum of 50%. If approved, students would only need to pay about VND631,800 per year (equivalent to nearly VND53,000 per month). The budget is expected to increase by VND3,700 billion to implement this policy. For students (about 2.8 million people), the current support level remains at 30%.

The Ministry of Health said that students are paying health insurance at 4.5% of their basic salary/month, of which the budget supports 30%, the remaining part is paid by the participants themselves.

In the draft Decree guiding the implementation of the Law on Health Insurance, the Ministry of Health continues to propose keeping the contribution rate at 4.5% of the basic salary or salary used as the basis for social insurance contribution as it is now.

At the same time, this agency proposed to increase the minimum support level by 50% for disadvantaged groups such as: Village and hamlet health workers; village and hamlet midwives; part-time workers in residential groups; people participating in security and order protection forces at the grassroots level; victims of post-war bombs and mines; people awarded the title of People's Artisan, Meritorious Artisan.

Currently, the draft Decree detailing and guiding the implementation of a number of articles of the Law on Health Insurance to replace Decree No. 146-2018, Decree No. 75-2023 and Decree No. 2-2025 of the Government is being consulted.

According to Vietnam Social Security, 94.2% of the population currently participates in health insurance with increasingly expanded benefits. In 2024, the country recorded 186.2 million medical examinations and treatments using health insurance. The industry aims to have over 95% of the population participating in health insurance by 2030 and over 95% of people covered by health insurance for primary care services at grassroots health facilities.
