Even if candidates want to apply for many university combinations using their graduation scores, they are not allowed to take more than 2 subjects of their choice, according to the Ministry of Education and Training .
On the afternoon of November 29, the Ministry of Education and Training held a press conference to announce detailed information about the high school graduation exam from 2025. This is the year the first batch of students following the new general education program (2018 program) will graduate from high school, so the exam must change.
Accordingly, the exam will include two compulsory subjects: Math and Literature. In addition, candidates will take two additional subjects from Foreign Languages, History, Physics, Chemistry, Biology, Geography, Economic and Legal Education, Information Technology, and Technology. Except for the Literature subject, which is an essay test, all other subjects will be multiple choice.
Before this change, there were questions about whether candidates could take more than two elective subjects to apply for multiple university combinations.
Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management, Ministry of Education and Training, said that the current principle of organizing the high school graduation exam does not allow candidates to take more than two subjects of their choice. With 36 subject combinations, the possibility of overlapping exam times is very high. He also acknowledged that the number of candidates who want to take 3-4 subjects of their choice is not much and this, if any, would be a waste.
Regarding university admissions, candidates choosing multiple combinations to apply to the same major can cause unfairness.
"For now, candidates will only be able to take two compulsory subjects and two elective subjects. This is also a beneficial option for the majority, saving time, effort, reducing costs and pressure," said Mr. Ha.

Regarding the exam, Mr. Ha said that the Ministry is researching the structure, format, and question bank, actively organizing seminars, and inviting experts to give their opinions. The general view is that the exam must meet the goal of assessing capacity, especially suitable for the first generation of students who have only had 3 years of study under the new program.
In addition, the format of the high school graduation exam from 2025 will balance between subjects, avoiding large deviations in scores between some natural science and social science subjects. The Ministry will announce the simulation exam soon, the content can be taken from the 10th and 11th grade curriculum but still help teachers and students visualize the structure, knowledge content, and required competencies.
"This will be done in the fourth quarter," Ha said, adding that for Maths alone, the Ministry is developing a number of new multiple-choice test formats to overcome limitations in students' thinking space. Maths tests may no longer be entirely multiple-choice questions with four options. This will be discussed carefully before a decision is made.
For students who fail to graduate in 2024, Mr. Ha said the Ministry is considering organizing a separate graduation exam, ensuring the correct content and method according to the program they study.
"Students can rest assured that they will not study the 2006 program and take the 2018 exam," said Mr. Ha.
Deputy Minister Pham Ngoc Thuong also emphasized the "unchangeable" principle of putting students at the center. According to him, the number of candidates who fail the graduation exam is usually not large, so organizing a separate exam is not too costly. In 2023, out of more than a million candidates taking the graduation exam, only more than 1% failed.
The high school graduation exam had 4 similar subjects more than 45 years ago. During the period 1976-1980, this exam also included 4 subjects but in essay format. Of which, Math and Literature were two compulsory subjects, the remaining two subjects had to be in a combination, including Physics, Chemistry or Chemistry, Biology; History, Geography; History, Foreign Language.
In the past 10 years (2015-2025), the exam has undergone three major changes. In 2015, the exam was combined with the graduation exam and university and college entrance exam (a two-in-one exam). From 2020, with the revised Education Law, the exam's main goal is to consider graduation, reduce difficulty, and is no longer required for university entrance.
