Approval of the policy to implement the Vinh - Thanh Thuy expressway construction project

That was the information given at the regular meeting of the Standing Committee of Nghe An Provincial Party Committee held this morning (August 7), regarding the policy of implementing the Vinh - Thanh Thuy Expressway Construction Investment Project.

The Vinh - Thanh Thuy Expressway Construction Investment Project was assigned by the Prime Minister to the People's Committee of Nghe An province as the managing agency in Official Dispatch No. 611/TTg-CN dated May 28, 2025. This is a national important project, of great significance and necessary investment to connect with the North - South Expressway in the East, thereby creating new space and development momentum for the province.

According to the road network planning for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021, the Hanoi - Vientiane expressway construction investment project, Vinh - Thanh Thuy section, has a scale of 6 complete expressway lanes, with a design speed of 100 km/h.

Initially invest in 4 complete lanes. Design speed 100 km/h, especially in difficult sections design speed 60 - 80 km/h.

The starting point of the project is at Km0+00 intersecting with the North-South Expressway, East section, Dien Chau - Bai Vot, at Hung Tay intersection in Hung Nguyen commune. The end point connects with the road leading to Thanh Thuy Border Gate Economic Zone. The total length of the route is about 60km.

The project passes through 9 communes, including: Hung Nguyen, Kim Lien, Dai Hue, Van An, Nam Dan, Xuan Lam, Hoa Quan, Son Lam and Kim Bang. The total preliminary investment of the project is about 23,950 billion VND. The project will be implemented in the period of 2025-2030.

Concluding the meeting, Nghe An Provincial Party Secretary Nguyen Duc Trung said that the Provincial Party Standing Committee agreed on the investment policy for the Vinh - Thanh Thuy Expressway Construction Investment Project. The Nghe An Provincial Party Secretary requested the Standing Committee of the Provincial People's Committee to continue completing the procedures according to regulations to submit to the Prime Minister to report to the National Assembly for approval of the investment policy and implementation of the next steps to implement the project.

It is known that the total investment of the Vinh - Thanh Thuy expressway project is about 21,846 billion VND, of which the construction cost is 14,992 billion VND, the compensation cost for site clearance and resettlement is 2,847 billion VND. Using capital from the medium-term public investment plan for the period 2026 - 2030, the local budget allocates a maximum of 50% of the project's site clearance cost.

The project will be prepared in 2025, and is expected to be implemented in the period 2026 - 2030.
