According to Vietnam Social Security, Article 13 of Law No. 51/2024/QH15 amending and supplementing a number of articles of the Law on Health Insurance stipulates: The health insurance contribution level of participating groups can be up to 6% of the monthly salary used as the basis for compulsory social insurance contribution or the reference level...
However, this is not an immediate applicable level, but only the maximum ceiling of the contribution allowed within the legal framework. Depending on specific conditions, when necessary, the Government will consider adjusting the appropriate contribution level to ensure the rights of participants and balance the health insurance fund in the long term.
Currently, the health insurance contribution rate remains at 4.5% of the basic salary (the current basic salary is 2,340,000 VND/month). If there is any adjustment to the contribution rate, the Government will issue a Decree to implement it. Therefore, the information that the contribution rate will increase to 6% from July 1, 2025 is inaccurate, causing confusion among the public.
People should note that in case people participating in family health insurance are required to pay higher than 4.5% of the basic salary, they need to request the organization or individual collecting health insurance to provide a clear legal basis, especially the Decree related to adjusting the Government's contribution level.
