1. Joining in the heroic atmosphere of the entire Party, the entire army and the entire people towards the 80th anniversary of the August Revolution and National Day September 2, today, I am very honored, moved and proud to join the leaders, former leaders of the Party, State, leaders, former leaders of the Ministry of Public Security, leaders of central and local departments, ministries and branches to attend the 9th Emulation Congress "For National Security" - an important political event, deeply demonstrating the patriotism, will to act and aspiration to contribute of the heroic Vietnam People's Public Security force.
The 9th Emulation Congress "For National Security" has a special meaning when it takes place on the occasion of the 80th anniversary of the People's Public Security Traditional Day; the 20th anniversary of the National Day for National Security Protection - an extremely glorious journey, resplendent with the achievements of the heroic Vietnam People's Public Security force!
On behalf of General Secretary To Lam, the leaders of the Party and State, and with my personal feelings, I would like to cordially send to the leaders and former leaders of the Party and State, the Heroic Vietnamese Mothers, Heroes of the Armed Forces, Emulation Fighters nationwide, delegates, advanced models, generals, officers and all cadres, soldiers, workers and employees of the People's Public Security Force my respectful greetings, sincere greetings and best wishes!

2. Over the past 80 years, deeply imbued with the teachings of beloved President Ho Chi Minh: "A revolutionary police officer must be compassionate and serve the people. Must be resolute and clever towards the enemy. Must be respectful and polite towards the people", the People's Police force has always strived, devoted itself, shining with revolutionary qualities, for the country and the people, bravely fought, ready to sacrifice "to stay awake so the people can sleep, to stand guard so the people can play, to take the joy and happiness of the people as their joy and reason for living"; always excellently completing all tasks assigned by the Party, State and people on every front line, anywhere, in any circumstance.
In particular, over the past 5 years, the People's Public Security force has drastically implemented a revolution to strongly innovate thinking, management and leadership methods, not only firmly protecting the Fatherland from early on and from afar, but also contributing to creating and expanding the country's socio-economic development space; promoting transparent and modern administration; deepening the culture of service, the culture of revolutionary Public Security, for the Fatherland, for the peace and happiness of the people.
The People's Public Security Force has clearly demonstrated its exemplary spirit, taking the lead in implementing the Party and State's guidelines and policies; pioneering in systematically and scientifically implementing the revolution in streamlining the organizational apparatus; playing a leading role in national digital transformation with a focus on Project 06, the National Population Database, the Electronic Identification and Authentication System, the National Data Center, the Plan to collect DNA samples of relatives of unidentified martyrs, etc.
In addition, comrades have successfully completed their regular tasks. They have performed well the strategic advisory tasks on security, order, economic development, culture, society, foreign affairs, and maximally protected the interests of the nation, people, and the people. They have fundamentally and effectively resolved many security issues from the grassroots, early and from afar, avoiding passivity and surprise, maintaining national security in all situations. They have successfully dismantled many large, transnational criminal networks and organizations related to drugs, fraud, and cyber security; they have restrained and reduced crime sustainably, and exceeded many targets assigned by the National Assembly. They have innovated public security diplomacy in the direction of "going first to pave the way", continuing to be an important "pillar" in the foreign affairs of the Party and State; they have participated in overcoming the consequences of the earthquakes in Türkiye and Myanmar, leaving a good image in the hearts of international friends and our people. Comprehensively innovate the work of building institutions and laws, towards a fair, democratic, civilized, rule-of-law, modern, and accessible judiciary. Be proactive and active in ensuring social security, building charity houses, supporting livelihoods for people in difficult circumstances, etc.; be one of the frontline forces, excellently completing the task of serving the people in preventing the COVID-19 pandemic, preventing and responding to natural disasters, storms and floods.
The achievements, results and outstanding achievements of the People's Public Security force have significantly contributed to maintaining political stability, building an increasingly civilized, safe and healthy society, making people's lives peaceful, happy and prosperous, creating a favorable environment for national development.
It can be affirmed that the foundation, potential, position and international prestige of our country have the mark and very important contribution of the People's Public Security force; thereby also shining the noble qualities of the heroic Vietnam People's Public Security force: "Absolutely loyal to the Fatherland, the Party, the State and the people; steadfast in character, strict in discipline, decisive in action, selfless for the people; proactive, creative, daring to think, daring to do, daring to take responsibility for the common good".

3. The great results and achievements of the People's Public Security force in recent times have had important contributions from patriotic emulation movements. In particular, the Emulation Movement "For National Security" plays a pivotal role in the emulation and reward work of the entire People's Public Security force and has attracted the widespread and active participation of the entire political system and the people, contributing to effectively responding "early, from afar, from the grassroots" to increasingly diverse and complex issues and challenges, firmly protecting national security.
With many good models and initiatives, the Emulation Movement "For National Security" has strongly promoted innovation, creativity, and the implementation of flexible and effective security solutions; contributed to perfecting the security and order strategy; promoted the widespread and active participation of the political system and people in the cause of protecting the Fatherland and protecting security.
At this "For National Security" Emulation Congress, we commend and honor 246 advanced models; the most vivid evidence of dedication to the people; affirming the important role of the People's Public Security force as a "steel shield" against the enemy, a "peaceful support" for the people in difficulties, dangers, natural disasters, storms, floods, and epidemics.
Over the past 5 years, for the cause of protecting national security, more than 60 officers and soldiers of the People's Public Security have heroically fought and sacrificed, and thousands of comrades have been injured, living symbols of the spirit of "forgetting oneself for the country, serving the people", adding to the beautiful image of the People's Public Security soldier and the glorious tradition of the heroic Vietnam People's Public Security force.
On this occasion, let us respectfully bow our heads in deep gratitude and infinite gratitude to the heroic martyrs of the People's Public Security who heroically sacrificed for the independence and freedom of the Fatherland, for the peaceful life of the people.
On behalf of the Party and State leaders, I acknowledge, appreciate and sincerely thank the achievements, feats and sacrifices of the People's Public Security force, making important contributions to the cause of protecting national security and developing the country, especially the peaceful lives of the people.

4. Entering a new stage of development, along with the implementation of many historic policies, our country has many opportunities and advantages but also faces many difficulties and complex and unpredictable challenges; many new issues arise in protecting national sovereignty, ensuring security, social order, protecting human life and protecting people's health. The tasks set for the People's Public Security force are more difficult and burdensome but also more glorious and responsible, and have more important significance.
I request the People's Public Security force to continue promoting its glorious and heroic tradition, proactive spirit, innovation, creativity, solidarity, and emulation to well perform the following key tasks:
Firstly, well perform the task of building people's security, maintaining the people's security posture associated with a solid people's hearts posture; absolutely ensure political security, order, social safety, and maintain a peaceful and stable environment for national development.
Second , closely link socio-economic development with national defense and security, with the implementation of national and local development goals; focus on protecting human security, ensuring human rights and civil rights, creating a safe, happy and prosperous living environment for the people.
Third, detect and effectively combat all types of crime according to the motto "strike accurately, hit hard, fight to the end and win", taking prevention as the main thing, taking actual effectiveness as the measure, taking peace, prosperity and happiness of the people as the goal to strive for.
Fourth, improve the effectiveness of state management of security and order, associated with administrative procedure reform, modernizing management methods, focusing on digital transformation, and breakthroughs in science and technology development. Perform public duties with the spirit of "3 rights - correct regulations, on time, and serving the people"; with a friendly, responsible, professional attitude, "close to the people, understand the people, for the people", taking people's satisfaction as a measure of the results of the People's Public Security's activities.
Fifth, build a truly clean, strong, disciplined, elite, modern People's Public Security force, especially at the grassroots level, where it is closest to the people; build a People's Public Security culture. Each officer and soldier is an example of training, dedication and discipline; listen to and thoroughly resolve difficulties, problems and issues arising in life.
Sixth , continue to develop the "All people protect national security" movement widely, with deep awareness that people's strength is the source of all victories as Uncle Ho taught: "When the people help us a lot, we will have a lot of success; when they help us a little, we will have little success; when they help us completely, we will have complete victory."
With that meaning, I respectfully launch the emulation movement "All people protect the security of the Fatherland"; request all levels, sectors, localities, the entire political system, socio-political organizations, especially all Vietnamese people at home and abroad to join hands to strongly spread the movement in all areas of social life, to gather people's strength, unite the national will, and unanimously turn the movement into a great force to preserve the beautiful and eternally sustainable Vietnam!

5. At today's Congress, we hope and believe that, on the basis of the glorious and heroic tradition of 80 years of construction, fighting and growth; with new spirit, new motivation, high determination, great efforts and the spirit of "As long as the Party exists, we exist", "Honor is the most sacred and noble thing", the People's Public Security force will overcome all difficulties and challenges, continue to successfully carry out the Emulation Movement "For the security of the Fatherland", creating great motivation and strength for the People's Public Security force to achieve more outstanding feats and achievements, making more and more important contributions to the cause of building and defending our beloved socialist Vietnam.
I wish the leaders, former leaders of the Party and State, distinguished delegates, Heroic Vietnamese Mothers, Heroes of the Armed Forces, Emulation Fighters, and typical advanced delegates good health, happiness, and success! I wish all officers and soldiers of the People's Public Security Force a strong army and strong generals, to continue to achieve many outstanding achievements in the cause of building and defending the Fatherland! I wish the 9th Emulation Congress "For National Security" a great success, to continue to spread, to inspire, to create more motivation for the entire People's Public Security Force and the entire society to bring our country into a new era, an era of rising to wealth, civilization, prosperity, and prosperity as affirmed by General Secretary To Lam.
