Prime Minister requests no power shortage during peak season 2024

On April 15, Prime Minister Pham Minh Chinh issued an official dispatch requesting to ensure electricity supply during peak periods in 2024 and the following years.

According to the telegram, there is still a potential risk of power shortage in 2024. Electricity consumption during the dry season (May to July) is forecast to grow very high (up to 13%, much higher than the plan of about 9.6%), with the North expected to increase by a record 17% compared to the same period in 2023.

To promptly meet the electricity demand in the coming time, ensuring no power shortage in any case, the Prime Minister requested the Minister of Industry and Trade to urgently complete and submit to competent authorities for promulgation before April 30 mechanisms and policies for direct electricity trading between power generation units and large electricity users; mechanisms to encourage the development of rooftop solar power installed in private homes, offices, and self-produced and self-consumed industrial parks; mechanisms and policies for the development of gas-fired and offshore and coastal wind power.

Before July 1, the Ministry of Industry and Trade is required to focus on directing the selection of investors and quickly implementing power source projects in the Power Plan VIII, ensuring timely addition of new power sources to meet the annual load growth demand.

In particular, it is necessary to urgently report to competent authorities for consideration and handling of the Cong Thanh and Nam Dinh 1 coal-fired thermal power plants to ensure the goals of the 8th Power Plan and supply electricity to the North.

In addition, the ministry also needs to urgently coordinate closely with the State Capital Management Committee at Enterprises to direct EVN to speed up the implementation of the 500 kV line 3 circuit project from Quang Trach to Pho Noi to put it into use before June 30, along with power transmission projects from Laos to promptly ensure electricity supply to the North.

The Chairman of the State Capital Management Committee at Enterprises is responsible for directing and supervising EVN, TKV, and PVN to strengthen effective coordination, organize and well implement electricity purchase and sale contracts, coal supply, and gas supply contracts, all for the common goal, for the national interest; fight against negativity, waste, and shirking of responsibility.

This committee is responsible for leading and directing the stable, safe, and reliable operation and quickly resolving incidents (if any) of EVN, PVN, and TKV's power sources.

The Chairman and General Director of Vietnam Electricity Group directed power plants under the Group's management to prepare for production well, ensuring maximum mobilization of power generation capacity during peak months of 2024.

"There must absolutely not be a shortage of fuel (coal, gas, oil) for thermal power plants and a shortage of water for hydroelectric reservoirs," the Prime Minister emphasized.

The Chairmen of the People's Committees of provinces and centrally run cities are assigned to promptly deploy large-scale capacity projects in the Northern region such as Nghi Son - Thanh Hoa LNG and Quynh Lap - Nghe An LNG plants; strive to start construction in the second quarter of 2025 and complete energization in 2027 of the plants: Quang Ninh LNG and Thai Binh LNG.
