The members of the Subcommittee are members of the Provincial Party Standing Committee, leaders of the Provincial People's Council, People's Committee, National Assembly Delegation and leaders of departments, some committees, socio- political organizations and agencies of the province.

The Subcommittee is responsible for drafting political reports, review reports of the Provincial Party Committee, draft resolutions of the Congress and other documents serving the Congress for submission to the Provincial Party Committee for approval.

In the process of implementing the tasks, the Subcommittee established an editorial team and recruited leaders and officers from relevant departments, branches and sectors to assist, with the consideration and decision of the Head of the Subcommittee.
