TPO – Minister of Planning and Investment Nguyen Chi Dung said that the Prime Minister has established a Steering Committee to review projects that have been “shelved” for many years. If successful, it will unlock assets worth about VND59,000 billion, helping to promote socio-economic development.

On October 26, participating in the National Assembly discussion on the socio -economic situation, Minister of Planning and Investment Nguyen Chi Dung emphasized the work of institutional improvement. According to him, this is a “breakthrough of breakthroughs” solution.

"Institutions are the bottleneck of bottlenecks, but if they can be resolved, they will become the breakthrough of breakthroughs," Mr. Nguyen Chi Dung affirmed.

Specifically, the Minister of Planning and Investment said that at this session, the Government will submit to the National Assembly many draft laws, with new breakthrough regulations. For example, in this draft amendment to the Law on Public Investment, the Government proposes to separate site clearance for Group B and Group C projects to do preparatory work.

In particular, the draft law will design a "green channel" for high-tech projects or high-tech product manufacturing according to the list issued by the Ministry of Science and Technology.

Finding ways to revive hundreds of "shelved" projects

Regarding the resolution of backlogged projects, the Minister of Planning and Investment said that recently, the Prime Minister established a Steering Committee to review and remove difficulties and obstacles related to projects.

In addition to Permanent Deputy Prime Minister Nguyen Hoa Binh as Head of the Steering Committee and Minister of Planning and Investment Nguyen Chi Dung as Deputy Head of the Committee, the members of the Steering Committee also include many other heads of sectors, including the Ministry of Public Security, Ministry of Justice, Deputy Inspector General of the Government, Deputy Director of the Supreme People's Procuracy, etc.

The Steering Committee will review stalled projects that have been "shelved" for decades, and on that basis will classify which is the investor's fault and which is the state's fault to find a solution.

“If we can do this, it will clear the economy. We have only reviewed 160 projects with 59,000 billion VND, but in reality there are certainly many more. This time, we will review the whole country to see how many projects are stuck in each locality, how much money, and what are the main causes to find solutions,” Minister Dung affirmed.

According to Mr. Dung, removing difficulties for shelved projects not only supports businesses but also frees up large capital sources, helps increase budget revenue, contributes immediately to GDP growth, and creates jobs for people.

“The government is very determined but also identifies this as a very difficult problem. The reason is that many projects have been shelved for too long, and many cases of complex violations have been prolonged and widespread,” said the Minister of Planning and Investment.
