Civil servants and public employees are entitled to benefits if they transfer to work at organizations that do not receive regular salaries from the State budget.
According to Decree 154/2025 on streamlining payroll, civil servants, public employees, and redundant workers due to organizational restructuring, if transferred to work at organizations that do not receive regular salaries from the state budget, will enjoy a number of policies. Specifically, they will receive a subsidy of 3 months of current salary; a subsidy of 0.5 months of current salary for each year of work with mandatory social insurance contributions.
The above policy does not apply to those who have worked at a public service unit when the unit converts to a public service unit that self-insures regular expenses or a public service unit that self-insures regular expenses and investment expenses or an enterprise or is equitized and are still retained to work.
In addition, those who are subject to staff reduction have at least 3 years of age remaining until the retirement age specified in Appendix II issued with Decree No. 135/2020, and have enough working time with compulsory social insurance contributions or more to receive pensions according to the provisions of law...
