Organizing auctions for mineral exploitation rights in the province

Faced with the scarcity of sand and stone resources for construction materials, the Provincial People's Committee has directed relevant units to focus on reviewing and organizing auctions of mineral exploitation rights in the province to ensure supply for key projects under construction.

Accordingly, the Provincial People's Committee assigned the Department of Agriculture and Environment and related departments, branches and units to organize auctions of 9 areas in sync with land use planning and adjust land use planning; adjust boundaries, coordinates and areas of 11 areas according to land use planning adjustments, and report to the Provincial People's Committee to re-unify boundaries, coordinates and areas before auctioning.

The Provincial People's Committee also agreed to remove from the auction plan 3 areas affecting national defense planning and areas overlapping production forest land, small areas.

For areas overlapping with traffic land, traffic planning and areas located 100 - 170 meters from Khanh Hoa - Buon Ma Thuot expressway, the Provincial People's Committee assigned the Department of Agriculture and Environment to coordinate with the Department of Construction, Department of Finance, Department of Industry and Trade and localities to inspect and review traffic planning to re-determine the boundaries, locations and areas of areas ensuring road traffic safety according to regulations, then continue to organize auctions of these areas.

For areas that are not fully shown in the provincial planning, only the central coordinates, area, forecast resources, and planning numbers are determined in the summary report, and the boundaries and corner coordinates are not shown in the relevant diagrams and maps, the Department of Finance shall coordinate with the Department of Agriculture and Environment and relevant units when advising on adjustments to the provincial planning to update and fully show the location, coordinates, and boundaries in the summary report and diagrams and maps of the protection, exploration, and exploitation plan of resources in the provincial planning based on the boundaries determined according to the auction plan and land use planning. After being fully updated in the provincial planning, the Department of Agriculture and Environment shall coordinate with relevant departments and agencies to organize the auction according to regulations.

For 4 areas beyond the provincial planning boundary, the Department of Agriculture and Environment shall coordinate with the Department of Finance to unify the re-determination of coordinates, boundaries, and areas; 2 areas of stone used as common construction materials according to the initial results of the preliminary assessment of mineral potential are Granite, the Department of Agriculture and Environment shall report to the Ministry of Agriculture and Environment for consideration, planning, and organizing auctions according to the authority of the Ministry.

Previously, Dak Lak Newspaper reported a serious shortage of construction materials, especially sand and stone, at key projects being implemented in the province such as Khanh Hoa - Buon Ma Thuot Expressway, Ho Chi Minh Road, the eastern bypass of Buon Ma Thuot City. The high price of construction materials has forced investors of projects using public investment capital to propose additional capital allocation. However, this process often takes a long time, significantly affecting the progress of the projects.
