Do I have to change my vehicle registration when moving from Hanoi to Ho Chi Minh City?

According to current regulations, Clause 3, Article 6 of Circular 24/2023/TT-BCA stipulates one of the responsibilities of the vehicle owner as follows: "The vehicle owner must go to the vehicle registration agency to carry out procedures for issuing or withdrawing the vehicle registration certificate and license plate as prescribed within 30 days from the date of issuance of the certificate of technical safety and environmental protection of the modified motor vehicle by the competent authority; or change information about the vehicle owner's name; or change the head office address or place of residence to another province or centrally run city; or when the vehicle registration certificate expires".

However, recently the Ministry of Public Security issued Circular 79/2024/TT-BCA effective from January 1, 2025, abolishing regulations related to vehicle transfer procedures when changing the owner's place of residence.

Specifically, Clause 4, Article 6 of Circular 79/2024/TT-BCA stipulates as follows:

"Within 30 days from the date of issuance of the certificate of technical safety and environmental protection of a modified motor vehicle by a competent authority or change of information on the vehicle owner's name, vehicle owner's identification number, or when the vehicle registration certificate expires, the vehicle owner must go to the vehicle registration agency to carry out procedures to change or revoke the vehicle registration certificate and license plate (hereinafter referred to as revocation procedures) according to regulations".

Thus, from January 1, 2025, vehicle owners who change their place of residence to another province or city do not have to change their vehicle registration. Only when changing the vehicle owner's information such as name and identification number, will they have to go through the procedure of revoking the vehicle registration to issue a new vehicle registration.
