On August 29 in Hanoi , within the framework of the Conference to promote the implementation of Vietnam - Singapore investment cooperation projects, the PTSC - Sembcorp Joint Venture was granted a Marine Survey License and a Letter of Intent to carry out work related to the development of offshore renewable energy projects in Vietnam, exporting clean electricity to Singapore.

Attending the reception and greetings, on behalf of Singapore Energy Group (Sembcorp Industries Limited), there were Mr. Wong Kim Yin - General Director of the Group; Mr. Koh Chiap Khong - General Director of Singapore and Southeast Asia; Ms. Pham Le Huyen Chau - General Director of Renewable Energy Vietnam (Sembcorp Energy Vietnam); Ms. Valerie Lee - Director, Corporate Governance of Singapore and Southeast Asia (Sembcorp Utilities); Mr. Jeremy Toh - Director of Imported Energy of Indonesia and Indochina (Sembcorp Utilities).

On the PetroVietnam side, there were Mr. Le Manh Hung - General Director; Mr. Bui Minh Tien - Member of the Board of Directors; Mr. Do Chi Thanh - Deputy General Director; along with representatives of the Electricity and Renewable Energy Department, the Technology - Environmental Safety Department, the Group Office and PTSC leaders.

At the meeting, leaders of both sides introduced the potential and strengths of PetroVietnam and Sembcorp in the energy sector and their cooperation in recent times.

Currently, PetroVietnam's member unit PTSC is cooperating with Sembcorp Utilities Pte Ltd (SCU), a member unit of Sembcorp Industries Limited, to seek investment opportunities to develop the "Renewable Energy Export Project from Vietnam to Singapore" according to the Bidding Document of the Singapore Energy Market Authority (EMA).

Accordingly, the PTSC & SCU Joint Venture will jointly study and invest in the construction of an offshore wind farm (WW) in Ba Ria - Vung Tau province, with a total installed capacity of about 2,300 MW to export clean electricity to Singapore.

This is a cross-border project that has never been implemented before, with special significance in promoting bilateral relations between Vietnam and Singapore towards the 50th anniversary of the establishment of Vietnam - Singapore diplomatic relations (1973-2023) and 10 years of Vietnam - Singapore strategic partnership (2013-2023).

Regarding some contents of work exchange in the coming time, the leaders of the two sides agreed that PTSC needs to quickly develop a detailed plan for the investigation, survey and assessment of marine resources in Ba Ria - Vung Tau province to implement the project.

The PTSC & SCU consortium needs to quickly develop a plan and implement the next steps of the project according to the requirements of the EMA and the Ministry of Natural Resources and Environment. At the same time, it is recommended that Sembcorp consider the cooperation proposal of the Equinor Energy Company (Norway) - wishing to participate in investing in the electricity export project with the consortium.
