President Volodymyr Zelensky raised the idea at a joint press conference with German opposition leader Friedrich Merz during Merz's visit to the Ukrainian capital on December 9.
According to Reuters, this is the latest sign that the Kyiv government is increasingly open to the possibility of negotiations as US President-elect Donald Trump prepares to return to the White House.
Trump on December 8 called on Russia and Ukraine to immediately cease fire and come to the negotiating table to end the conflict. The call came after Trump met with Zelensky and French President Emmanuel Macron in Paris last week.
In Paris, Mr. Trump said he might have to reduce US aid to Ukraine after he is sworn in in January 2025.
"Ukraine, more than anyone else, wants the conflict to end. A diplomatic solution can clearly save more lives. We are looking for this possibility," Reuters quoted Mr. Zelensky as saying at a press conference in Kyiv on December 9.
In addition, the leader also mentioned the idea of calling for the deployment of foreign forces to Ukraine until the country joins NATO.
Mr. Zelensky also said he would call US President Joe Biden in the coming days to discuss NATO's request to invite Kyiv to join the military alliance.
Mr Merz, the Christian Democratic Union's candidate for German chancellor , reiterated his support for Berlin sending the Taurus long-range missile system to Kyiv, something Chancellor Olaf Scholz has so far refused.
