Under the leadership of the Party, headed by the General Secretary and the drastic participation of the entire political system, the business community and the people of the whole country, the socio-economic situation continues to recover positively, each month is better than the previous month, and the growth of each quarter is higher than the previous quarter. It is expected to achieve and exceed all 15/15 main targets.
At the Conference, delegates also discussed and pointed out the limitations, shortcomings, difficulties, challenges, causes and lessons learned. Thanks to the high determination, great efforts, and drastic actions of the entire political system, people, and businesses under the leadership of the Party, often and directly by the Politburo and the Secretariat, our country's socio-economic situation continues to recover positively, improving month by month and quarter by quarter. In 2024, not only will it achieve but basically exceed all 15/15 main targets.
Many important indicators and indexes on growth, economic scale, GDP per capita, inflation, labor productivity, enterprises, FDI attraction, culture, social security, employment, people's lives, etc. achieved outstanding results, higher than the estimated results reported to the National Assembly at the 8th Session, and were highly appreciated by the people and the international community.
Affirming a clear recovery, being a bright spot in growth and belonging to the group of high-growth countries in the world
Specifically, the economy has affirmed a clear recovery, is a bright spot in growth and is among the group of high-growth countries in the world; economic growth is higher than the set target; the macro economy is basically stable, inflation is controlled, major balances are ensured, state budget deficit is controlled, public debt and government debt are much lower than the allowed target.
The growth rate of gross domestic product (GDP) in the following quarter is higher than the previous quarter; compared to the same period in 2023; GDP in 2024 is estimated to increase by 7.09% over the previous year, only lower than the growth rate of 2018, 2019 and 2022 in the period 2011-2024.
Vietnam's growth rate is assessed by the World Bank, Asian Development Bank (ADB), International Monetary Fund (IMF) as being among the few countries with high growth in the region and the world, and is highly appreciated by many other international organizations.
The agriculture, forestry and fishery sector maintained a fairly good growth momentum, the industrial sector recovered positively, the growth rate of added value in 2024 is estimated at 8.32% compared to the previous year, only lower than 2019 in the 2019-2024 period, contributing 2.70 percentage points to the growth rate of total added value of the whole economy. In which, the processing and manufacturing industry is an important driving force, leading economic growth.
Trade and tourism activities maintain high growth momentum, contributing positively to the growth of the service sector. The added value of the service sector in 2024 increased by 7.38%, higher than the growth rate of 6.91% in 2023.
Total retail sales of goods and consumer service revenue in 2024 increased by 9.0% over the previous year, achieving the target set in Resolution No. 01/NQ-CP of the Government. International visitors in 2024 reached nearly 17.6 million arrivals, an increase of 39.5% over the previous year.
The supply of goods, especially essential goods, food, fuel, etc., is always guaranteed, well meeting the needs of people and production and business activities. Market management, prevention and control of smuggling, trade fraud, counterfeit goods, fake goods, and origin fraud, especially goods traded in the e-commerce environment, continue to be strengthened.
Inflation is controlled in the context of strong fluctuations and many difficulties in the world. On average, core inflation in 2024 increased by 2.71%, lower than the average CPI increase, which is very positive in the context of salary increase from July 1, 2024 and price adjustment of some services.
The work of price management and price adjustment of State-managed goods has been carried out closely and thoroughly; plans and roadmaps for price adjustment have been proactively developed in accordance with developments and inflation situations, preventing sudden price increases at the same time, minimizing the impact on inflation and ensuring the harmony of interests of relevant parties.
Market, price and commodity management work continues to be strengthened, combined with appropriate and effective communication and information solutions, stabilizing people's psychology and inflation expectations, especially before, during and after the implementation of wage policies, pension increases and policies.

The operating interest rate level is kept stable; at the same time, credit institutions are directed to continue to reduce costs to reduce the lending interest rate level; publicize the lending interest rate level, increase access to credit. The average lending interest rate for new transactions of commercial banks continues to decrease compared to the end of 2023.

Of which, the domestic economic sector will have a trade deficit of 25.52 billion USD; the foreign-invested sector (including crude oil) will have a trade surplus of 50.29 billion USD.
Trade promotion and export market expansion continued to achieve positive results, combining exploitation of traditional markets with expansion of new markets (Africa, Eastern Europe, Northern Europe, West Asia).
The national trade promotion program has supported nearly 2,000 businesses to participate and benefit directly with the value of contracts signed directly at international fairs and exhibitions reaching nearly 10 million USD, sales at regional fairs and exhibitions reaching more than 80 billion VND; helping businesses find stable sources of raw materials for production, diversify export markets, as well as learn, approach, and connect with new markets and partners, take advantage of FTAs, strengthen international market connections and participate deeply in global value chains.
Our country has established an important position on the world semiconductor industry chain map, attracting many large technology corporations, especially the signing of a cooperation agreement between the Government and NVIDIA Corporation. The national brand value in 2024 will reach 507 billion USD, ranking 32nd in the world, up 1 place compared to 2023.

Total state budget revenue in 2024 is estimated at VND 2,037.5 trillion, up 19.8% (up VND 336.5 trillion) compared to the estimate, up VND 164.2 trillion compared to the number reported to the National Assembly at the 8th session (October, November 2024), up 16.2% compared to the implementation in 2023.
Budget expenditure tasks in 2024 will be carried out according to estimates, ensuring the operation of the state apparatus, preventing and fighting epidemics, overcoming the consequences of natural disasters, ensuring national defense, security and social security, and taking care of beneficiaries of salaries, pensions and social allowances from the state budget.
FDI attraction has achieved many positive results. The total newly registered, adjusted and contributed foreign direct investment (FDI) in 2024 is about 38.23 billion USD, down 3% compared to 2023.
The realized capital of foreign investment projects is estimated at about 25.35 billion USD, an increase of 9.4% compared to 2023, reaching the highest level since 2020, showing that foreign investors are fulfilling their commitments in the Vietnamese market, while also reflecting the economy's capacity to absorb and disburse investment capital, promoting economic growth.

The business development situation has changed more positively, the number of businesses entering and re-entering the market in 2024 is still high at 233,419 businesses, 1.2 times the number of businesses withdrawing from the market.
The number of businesses returning to operations in 2024 reached an all-time high of 76,179, exceeding the 70,000 businesses re-entering the market in a year.
The additional registered capital of operating enterprises to the economy in 2024 reached VND 2,025,854 billion, an increase of 3.6% compared to 2023. About 77.3% of enterprises assessed that the business situation in the fourth quarter of 2024 was better and remained stable compared to the third quarter of 2024, showing businesses' confidence in the positive recovery of the economy.
Policies and programs to support businesses have been effectively implemented, especially for small and medium-sized enterprises. The consulting network for small and medium-sized enterprises continues to be upgraded and expanded. Mechanisms and policies to promote the transformation of business households into enterprises have been actively researched, built, and improved in the direction of encouraging and creating conditions for business households to expand their scale and improve operational efficiency.
The Program to Support Enterprises in Digital Transformation for the 2021-2025 period has been effectively implemented, achieving a number of outstanding results; providing direct training to nearly 14,200 enterprises and providing in-depth consulting support to about 390 enterprises to build and deploy a digital transformation roadmap, supporting the application of innovative technology to the management and production processes of enterprises.

According to Deputy Prime Minister Nguyen Hoa Binh, 2025 is of great significance and is the year of many important events for the country. The tasks set are extremely heavy. What Ho Chi Minh City is very pleased with is the attention, leadership, and direction that has helped the city resolve difficulties and problems. Thanks to that, many projects that have been backlogged for many years have been restarted, completed, and put into use, including Metro Line 1. Many traffic works that we have completed and inaugurated by the end of 2024, many large projects and large plans have been prepared, through competent authorities, such as the International Financial Center project, the urban railway project, the Can Gio International Transit Port project, Ring Road 4, Ho Chi Minh City-Moc Bai Expressway... These are strategic infrastructure projects of the region.
Recently, the Prime Minister and Steering Committee 1568 worked with Ho Chi Minh City on the backlog and obstacles and certainly in the near future, more will be resolved, more resources will be released, contributing to double-digit growth in 2025.
With the mission of 2025, Ho Chi Minh City determined that it is the year of acceleration to reach the finish line and strive to complete and exceed all socio-economic targets, prepare plans and deploy necessary conditions to enter the new term with the goal of double-digit growth.
To implement this goal, in 2025, the city will implement 22 targets with 9 groups of tasks and solutions.
About the 5 tasks to focus on:
Firstly, the city seriously organizes and arranges the apparatus according to the direction of the Central Government, associated with restructuring functions and tasks, restructuring the team of civil servants and public employees, and strongly digitalizing the administrative system to improve efficiency and effectiveness.
Second, the city focuses on effectively implementing Prime Minister's Directive No. 137/CT-TTg as well as Directive 19 of the City People's Committee, including improving administrative discipline, focusing on removing backlog projects and works, including both public and private ones, to mobilize at least VND 620,000 billion to ensure growth of 10% or more.
Third, urgently implement the city planning approved by the Prime Minister in 2025 to implement key projects associated with the implementation of the international financial center as well as projects such as Can Gio international transit port, Ring Road 4 and urban railway.
Coordinate to deploy key projects such as Terminal T3 and Ring Road 3 to be basically completed by the end of 2025.

The city would like to propose 3 contents to the Government and the Prime Minister.
Firstly, support the city to resolve the backlog. Through the operating mechanism of Steering Committee 1568, we find it very effective and hope to continue to receive the attention of the Government, the Prime Minister, and the Steering Committee to help free up resources for the economy and if resolved well, there will certainly be tens of thousands of billions of VND entering the economy by 2025.
Second, regarding the organizational arrangement, we really want to have an orientation and legal framework for the system of state administrative agencies to manage key, basic issues. As for matters that can be transferred to the economy and society, we need a legal framework to promote the strength of the economy and society.
Third, we recommend that the Government, the Prime Minister, and the Chairmen of the two very important economic regional councils, the Red River Delta and the Southeast, should study and propose policy mechanisms to promote regional linkages and resources in the two regions. If we do well, these two regions will contribute over 50% of the country's GDP, helping the country steadily enter a new era.

Chairman of Hanoi People's Committee Tran Sy Thanh said that in 2024, the Party Committee, government and people of the capital will continue to unite, make efforts to implement and achieve the following results:
Continuing to institutionalize Resolution No. 15 of the Politburo, with the attention of the Government, the National Assembly, and central ministries and branches, the Law on the Capital (amended) has been passed, along with the Capital Planning and Adjustment of the Capital Master Plan, which is an important legal basis for the development of the Capital, creating a new development space in the new era.
The city has completed 23/24 targets of the 2024 Socio-Economic Development Plan; growth reached 6.52% (6.27% in 2023). GRDP scale reached nearly 59 billion USD, GRDP per capita reached nearly 6,500 USD. Budget revenue reached 509.3 trillion VND (exceeding 500 trillion VND for the first time), an increase of nearly 23.8% compared to 2023; of which domestic revenue accounted for nearly 94%. FDI capital reached over 2 billion USD. The number of newly established enterprises reached more than 29 thousand, bringing the total number of enterprises in the area to over 400 thousand.

Hai Duong Provincial Party Secretary Tran Duc Thang: reported on some outstanding results of local socio-economic development in 2024 and directions and tasks for 2025.
Firstly, in 2024, Hai Duong was one of the northern provinces directly and severely affected by storm No. 3, the strongest in many years. With great determination, Hai Duong grew strongly, up 12% compared to 2023, the highest in the past 10 years. The industrial, processing and manufacturing sector continued to be a bright spot with growth reaching 14.17%.
Second, for the first time, the province's budget revenue reached over 30,000 billion VND, marking an important development in financial work, putting Hai Duong in the group of 10 provinces and cities with budget revenue reaching the 30,000 billion VND mark.
Third, we have focused on investing in and completing infrastructure, especially key transport projects, inter-regional connections, and expanding new development space for the province. Public investment disbursement reached over 117% of the plan assigned by the Prime Minister and over 95% of the plan assigned by the province.

Besides, Tra Vinh province still has two major difficulties and limitations: Economic growth is high but not sustainable; infrastructure, especially transportation, is not really synchronous.

Budget revenue in 2024 exceeded the plan by 21%, attracting 1.2 billion USD of FDI capital, ranking among the top 10 localities in 2024. The disbursement of public investment capital has achieved positive results. By December 31, 2024, the province had disbursed over 95% of the plan assigned by the Prime Minister, and 97% of the national target program. 2025 is a year of special importance, the final year of the term, the year of acceleration, breakthrough to the finish line to strive to achieve the highest results of the goals and targets according to the direction of the Central and the Government (in Official Dispatch 140, localities must achieve double-digit GRDP growth). Thoroughly grasping the spirit of the conclusion of the Central Executive Committee, Ninh Thuan province highly agrees with the draft resolution of the Government. With that spirit, the province continues to innovate in thinking and action, resolutely creating strong changes in direction and administration, especially the responsibility of setting an example in implementing tasks, continuing to closely follow the Resolutions of the 13th National Party Congress and the 14th Provincial Party Congress, the Resolution of the Government on the 2025 socio-economic plan which is concretized into an action program, the province sets a growth target with the determination to increase GRDP growth by 13-14% in 2025, focusing on completing the apparatus arrangement in the first quarter of 2025, leading the serious implementation of the fight against waste in accordance with the direction of the Central Government and the Prime Minister's Official Dispatch 112 as well as focusing on immediately overcoming limitations.

State budget revenue exceeded the 2 million billion VND threshold for the first time, reaching 2,037,500 billion VND, equivalent to 119.8% (an increase of about 336.5 trillion VND) compared to the estimate, up 16.2% compared to 2023. During the year, about 197.3 trillion VND in tax exemptions and reductions were implemented; revenue from the 3 economic sectors all exceeded the estimate and increased by 10.5% compared to 2023.
State budget expenditures are proactively managed and strictly controlled, according to estimates and task implementation progress; capital is focused on investment projects, key works (highways, inter-regional traffic, etc.), funding for national defense and security tasks, overcoming the consequences of natural disasters and epidemics, implementing salary reform, subsidizing policy beneficiaries, etc.
The stock and corporate bond markets have gradually overcome difficulties and developed steadily. By the end of 2024, the VN-Index will reach 1,266.78 points, up 12.1% compared to the end of 2023; capitalization will reach 70% of GDP in 2023, up 20.6% compared to the end of 2023.

Accordingly, focus on allocating and assigning the 2025 State budget estimate within the time limit prescribed by the State Budget Law; spending the State budget according to the estimate, in accordance with policies, regimes, standards, and spending norms; implementing drastically from the beginning of the year to promote disbursement of public investment capital, creating a driving force to promote economic growth higher than the target.
Effectively organize the management of state budget collection, expand the tax base, ensure the correct, sufficient and timely collection of arising revenues; promote the prevention of revenue loss; effectively manage new revenue sources arising from e-commerce transactions; resolutely handle and urge the collection of tax debts; strive to complete the state budget collection in 2025 at the highest level.
At the same time, effectively and substantially implement the issued tax policies such as: 2% reduction in value added tax rate, 50% reduction in environmental protection tax on petroleum products... to support businesses to overcome difficulties in production and business, promoting economic growth.
Organize and manage the 2025 state budget expenditures closely and effectively, within the budget estimate, thoroughly save regular expenditures, cut unnecessary expenditures; increase development investment expenditures, ensure national defense and security, expenditures to overcome the consequences of natural disasters and epidemics, and other urgent and unexpected tasks.
Third, make the most of public debt space to promote domestic capital mobilization through the issuance of government bonds with reasonable interest rates and foreign loans with low costs and few constraints to ensure resources for development investment expenditure tasks, investment in the construction of key national infrastructure projects, inter-regional and inter-national connectivity projects. Strictly control the efficiency of each project to avoid the burden of debt repayment later, only projects that are calculated to have clear efficiency should use borrowed capital; synchronously and strongly develop the financial market, especially the bond and stock market to create favorable conditions for good enterprises, genuine enterprises with healthy finances to supplement resources, promote investment, production and business.
Fourth, strengthen financial discipline and order, improve the efficiency of management, allocation and use of the state budget and public assets, in conjunction with the goals of economic restructuring and sustainable development; strengthen price management; synchronously develop financial and insurance markets, and upgrade the stock market by 2025.
Fifth, proactively, resolutely, substantially and effectively implement the work of reorganizing and streamlining the apparatus in accordance with the direction of the Central Steering Committee and the Government Steering Committee, promptly put the new organizational apparatus into operation, ensuring streamlining - strength - efficiency - effectiveness - efficiency.

International experience and reality in Vietnam show that when inflation is high, it will be very difficult to control and take a long time. Expanded monetary policy, including promoting public investment and building transport infrastructure, is very suitable when private sector investment is still facing difficulties due to the impact of the COVID-19 pandemic and the trend of tightening monetary policy by central banks of countries.
Second, regarding the management of monetary policy and banking operations: 2024 is a year of many difficulties and pressures. The monetary policy has contributed to controlling inflation, reducing interest rates, in the context of high international market interest rates, stabilizing exchange rates and the foreign exchange market. Credit increased by 15.08% for the whole year, equal to the target. Notably, at the end of 2024, the State Bank announced credit growth for 2025 for credit institutions. In addition, the State Bank and the Ministry of Construction agreed to allow credit institutions (CIs) not to include outstanding social housing loans in the credit growth target...

Third, in 2024, the banking industry will also actively carry out social security work, overcome storms and floods, and eliminate temporary and dilapidated houses. In total, the banking system will spend about 2,000 billion VND on social security.
Fourthly, regarding the direction and tasks for 2025, the SBV agrees with the theme emphasizing "accelerating breakthroughs", determining the position of monetary policy and fiscal policy as in 2024. To promote growth, we need to focus on breakthroughs, especially digital transformation technology, mobilizing domestic and foreign capital sources, when our public debt and foreign debt still allow.
Along with increasing the efficiency of capital use as well as increasing labor productivity. Only then can we achieve high economic growth, but still ensure major macro balances, as well as ensure stability in the monetary and banking markets.

The work of ensuring political security and social order has been carried out resolutely and synchronously, contributing to the effective prevention and fight against crime and handling of hot spots, creating peace of mind for people and businesses, and strengthening trust in the political system. Foreign affairs and international integration have achieved many outstanding achievements.
The work of building the Party and political system continues to be promoted, inheriting and promoting important achievements from previous stages.
The fight against corruption, waste and negativity continues to be a bright spot with drastic, comprehensive, synchronous and methodical direction. A series of major corruption and economic cases have been discovered and strictly handled, clearly affirming the spirit of "no forbidden zones, no exceptions".
The General Secretary said that the Government has submitted a Project to reorganize and streamline the Government apparatus in accordance with the Central Government's orientation and the spirit of Resolution No. 18-NQ/TW; promote decentralization and delegation of power, creating favorable conditions for local authorities at all levels to be more proactive in handling work, while enhancing the responsibility and authority of administrative agencies; reduce administrative procedures, shorten work processing time, and improve the State's service to the people; reorganize administrative units at district and commune levels; strengthen discipline and order, continue to rectify the situation of cadres and civil servants shirking, avoiding, and fearing responsibility.
Although 2024 witnessed many positive results and remarkable achievements in socio-economic development, the General Secretary pointed out that it is undeniable that there are still some serious limitations and shortcomings, along with major challenges that continue to pose urgent requirements for all levels and sectors in developing and implementing effective solutions.

The General Secretary pointed out: 2025 is of special importance, being the final year of implementing the 5-year Socio-Economic Development Plan 2021-2025 - the year of acceleration, breakthrough, and reaching the finish line, and at the same time, the year of focusing on organizing Party Congresses at all levels, towards the 14th National Congress of the Party and consolidating and preparing well the fundamental factors to successfully implement the 10-year Socio-Economic Development Strategy for the period 2021-2030, marking the time when the country enters a new era, an era of rising up, developing richly and prosperously for the nation.
The General Secretary requested that there must be a unified awareness and action on the urgency of continuing to carry out economic innovation: We have summarized 40 years of innovation and agreed that there must be a stronger, more decisive, drastic, revolutionary, and comprehensive innovation in economic management so that we can firmly enter an era of prosperity, wealth, and development.
The top priority is to streamline the organizational structure of the Political System in the direction of "Refined - Lean - Strong - Effective - Effective - Efficient." This is not just about cutting down but also requires extensive reform of State governance, transparency, and promoting decentralization and delegation of power in administration, economy, finance - budget, and resource management. At the same time, it is necessary to enhance the initiative, creativity, self-reliance and accountability of authorities at all levels, especially the leaders. Prioritizing promoting economic growth, maintaining macroeconomic stability and controlling inflation are key goals to build a strong and stable economy, thoroughly implementing the motto "development for stability - stability for development".
To achieve an economic growth rate of 8% in 2025, focusing on growth quality and striving for double-digit growth in the 2026-2030 period, it is necessary to implement synchronous and effective solutions. In particular, it is necessary to promote institutional breakthroughs, promote market principles in resource mobilization and allocation, and eliminate the "ask-give" mechanism and subsidy mindset. It is necessary to promote the strength of the people and all economic sectors by building an effective and dynamic administration, and a safe, transparent, low-cost, and internationally standardized investment and business environment to promote entrepreneurship and enrichment. The State must protect legitimate property rights and freedom of business, and issue policies to encourage the development of business models based on technology and innovation. National digital transformation needs to be promoted, developing the digital economy and strengthening connections between the government, businesses and people.
Prioritize resolving wasted resources, such as suspended planning, projects stuck in procedures, unused public land, disputed assets and protracted cases. Complete the sandbox mechanism to support the development of the digital economy, green economy and circular economy. At the same time, reform state-owned enterprises towards transparency and efficiency, promoting the important driving role of the private economic sector. Strive to complete 3,000 km of expressway, over 1,000 km of coastal road and start construction of Lao Cai - Hanoi - Hai Phong railway. It is necessary to effectively implement the 8th Power Plan. Continue to build and perfect mechanisms and policies for developing electricity and renewable energy, especially hydrogen and nuclear power. It is necessary to prioritize the development of national digital infrastructure, innovation infrastructure and the construction of a national data center to create a foundation for the development of the digital economy, new industries such as artificial intelligence, big data, cloud computing, strongly support businesses in applying new technologies, and at the same time create new opportunities in areas such as financial technology, e-commerce, digital education, digital healthcare, etc. It is necessary to promote the commercialization of 5G and research on 6G technology, develop telecommunications satellites and upgrade the national telecommunications backbone infrastructure. In particular, strengthen research and implementation of programs to effectively exploit outer space, sea space and underground space to open up new economic development opportunities and increase the capacity for scientific and technological research and development, protect national resources and sovereignty.
Focus on effectively and substantially implementing economic restructuring, associated with growth model innovation, to enhance national competitiveness. Rapid but sustainable development needs to be built on the foundation of science, technology, digital transformation and especially people-centered, focusing on developing high-quality human resources. The scientific management mechanism must create a driving force for innovation like the spirit of "contract 10" in agriculture, encouraging businesses to invest in research and development, especially in high-tech or biotechnology fields.
Focus on developing culture, society, and building Vietnamese people with sufficient qualities and capacities to meet the requirements of sustainable development, while ensuring social security, building a healthy living environment, mitigating natural disasters, and adapting to climate change. It is necessary to foster and nurture children's thinking right from the time they go to school, a spirit of self-study, self-awareness, self-reliance, national pride, living with ambition, ideals and the will to rise up. Investment in cultural development needs to be in harmony with the economy and society, creating a civilized, united and progressive society. Issue a mechanism to encourage the development of cultural industries, create valuable cultural products, promote national potential and identity. Effectively implement the National Target Program on Cultural Development for the period 2025-2035 to improve spiritual life, protect and promote traditional cultural values in international integration. Organize activities to celebrate major holidays in 2025 to raise public awareness of historical, cultural and traditional values. Build a comprehensive, modern and sustainable social policy system. Effectively implement social security policies, sustainable poverty reduction and support for vulnerable groups. The General Secretary emphasized firmly protecting independence, sovereignty, unity and territorial integrity; ensuring political security and social order and safety; promoting foreign affairs and international integration.
Focus on implementing drastic solutions to innovate the Party's leadership methods, thereby improving the effectiveness of Party building and rectification work.
At the Conference, the General Secretary raised a number of open questions; noting that issues arising from practice require thorough, objective and comprehensive analysis of the situation, finding the causes, drawing valuable lessons to come up with creative, effective and timely solutions to realize the goals of socio-economic development.
The General Secretary stated that over the past years, the entire Party, the entire army and the entire people have united and strived to overcome many difficulties and challenges and achieved important achievements. Speaking at the conclusion of the conference summarizing the work of 2024 and deploying the tasks of 2025 of the Government and local authorities held on the morning of January 8, Prime Minister Pham Minh Chinh emphasized that the Government is committed to upholding the spirit of solidarity, unity and responsibility before the Party, State and People, determined to strive to successfully implement the 2025 plan with the motto "Discipline, responsibility; proactive and timely; streamlined and effective; accelerating breakthroughs".
At the Conference, after delegates discussed and assessed the situation and results in 2024, tasks and solutions for 2025 and listened to General Secretary To Lam's directive speech, Prime Minister Pham Minh Chinh delivered a response speech and concluded the Conference.
The Prime Minister emphasized that the Conference was honored to welcome the leaders of the Party, State, and Vietnam Fatherland Front, especially General Secretary To Lam, who took the time to attend and direct.
The Head of Government affirmed: The very important, dedicated, profound, intellectual and comprehensive speech of the General Secretary is truly a source of great encouragement and motivation and consistent guiding thoughts and orientations for the Government, all levels, sectors and localities to carry out tasks in 2025 and the coming time.
On this occasion, the Government once again expresses gratitude, thanks and highly appreciates the very important contributions of General Secretary To Lam during nearly 9 years as a member of the Government.
The Prime Minister stated that the Government would like to accept all the dedicated and responsible instructions of the General Secretary to include in the Resolution. Immediately after the Conference, the Government, ministries, branches and localities will focus on thoroughly grasping and seriously implementing them with specific actions, clear, practical and effective products, especially overcoming the limitations and shortcomings that have been pointed out.
On behalf of the Government, the Prime Minister respectfully thanked the late General Secretary Nguyen Phu Trong and General Secretary To Lam, President Luong Cuong, National Assembly Chairman Tran Thanh Man and other leaders of the Party, State, Vietnam Fatherland Front, National Assembly, Party Committees, Supreme People's Court, Supreme People's Procuracy, socio-political organizations, and people's organizations for their leadership, direction, assistance, and facilitation in performing the functions, tasks, and powers of the Government and local authorities in 2024.
Emphasizing, clarifying and summarizing a number of main contents, the Prime Minister assessed that in 2024, the socio-economic situation in 2024 continued a very positive recovery trend, achieving and exceeding all 15/15 main targets, of which 12/15 targets exceeded the set target.
Citing some outstanding results, the Prime Minister said that GDP growth has helped raise the scale and ranking of Vietnam's GDP, increase per capita income and increase labor productivity.
Second, budget revenue and expenditure were high, exceeding revenue by 337 trillion VND while reducing taxes, fees, and charges by nearly 200 trillion VND. At the beginning of the year, 10% of regular expenses were saved for key projects; in the middle of the year, 5% (about 6 trillion VND) was saved to eliminate temporary and dilapidated houses for the people. Other major balances were ensured and had high surpluses.
Another highlight is that the happiness index increased by 11 places, ranking 54/143 countries and territories (according to the United Nations). Our ultimate goal is to make people happy and prosperous.
These results are a testament to our outstanding efforts, of special significance, contributing to creating momentum, strength, position, confidence and hope to achieve higher results, enhancing autonomy in 2025 and the 2026-2030 period.
According to the Prime Minister, the reasons for the results achieved are: (i) The Government and local authorities have seriously implemented the leadership of the Central Committee, the Politburo, the Secretariat, the General Secretary, key leaders and leaders of the Party and State; (ii) The Government and local authorities have united with high determination, made great efforts, strived actively, and taken drastic, focused actions; (iii) there was close and effective coordination among agencies in the political system, the consensus and support of the people and the business community, and the assistance and cooperation of international friends and partners.
In addition to the basic achievements, the socio-economic situation still has shortcomings and limitations as pointed out in the reports and directives of the General Secretary. The Prime Minister emphasized 5 important lessons:
(1) Grasp the socio-economic situation, national security and defense, partners, subjects, and localities to respond flexibly, promptly, appropriately, and effectively with policies to newly arising, sensitive, difficult, and complicated issues in practice.
(2) Unity, "unanimity from top to bottom, clarity from top to bottom"; all for the benefit of the nation and people; must dare to think, dare to do, dare to take responsibility for the common good.
(3) Promote the spirit of self-reliance, self-strengthening, self-confidence, self-control, and national pride; do not expect or rely on others; do not be negligent, subjective, lose vigilance, arrogant, complacent, or intoxicated with the results achieved; on the contrary, be humble, receptive, and listen, especially to the valid opinions of responsible and dedicated people, the People, scientists, experts, etc.
(4) Respect time, intelligence, timely decision-making; look far and wide, think deeply, do big things; surpass yourself, overcome your limits; resources come from thinking, motivation comes from innovation, strength comes from people and businesses.
(5) The more difficult, challenging, and pressured it is, the more determined we must be, make greater efforts, act more decisively, focus on key points, do each task properly, and complete each task; assign tasks to ensure "5 clear": clear people, clear work, clear responsibility, clear time, clear results.
Review, assign tasks and specific growth rate targets to ministries, branches and localities.
The Prime Minister stated that 2025 is the final year of the 2021-2025 Five-Year Plan. We must review the targets and tasks of the entire five years to promote and do better with the targets that have been achieved and exceeded; strive to complete the targets that have not been achieved to strive to achieve the highest level of the 2021-2025 Five-Year Plan.
Along with that, focus on perfecting the organizational apparatus, ensuring normal, smooth and effective operation; well organizing major holidays and important events of the country (celebrating the 95th anniversary of the Party's founding, 50 years of the liberation of the South, national reunification, 135th anniversary of President Ho Chi Minh's birthday, 80th anniversary of the founding of the country); successfully organizing Party Congresses at all levels, towards the 14th National Party Congress.
In that context, the Government, ministries, branches and localities focus on thoroughly implementing the motto "Discipline, responsibility; proactiveness, timeliness; streamlining and efficiency; accelerating breakthroughs", correctly implementing the viewpoint "The Party leads, the Government is unified, the National Assembly agrees, the People support, the Fatherland expects, then only discuss and do, not back down, do each task properly, do each task to completion".
The conference basically agreed on the directions, tasks, and solutions according to the reports, ministries, branches, and opinions of the delegates attending the meeting. The Prime Minister requested the agencies to seriously synthesize and absorb the contributions, especially the directions and instructions of General Secretary To Lam, to promptly complete and submit for promulgation Resolution 01 and 02 for implementation from the first days of 2025.
The Prime Minister emphasized a number of key tasks and solutions in 2025.
Accordingly, priority will be given to promoting growth associated with macroeconomic stability, controlling inflation, and ensuring major balances of the economy. Striving for a growth rate of at least 8% or higher, the Government will review and assign specific tasks and targets on growth rate to ministries, branches, and localities.
Develop scenarios to achieve growth targets, focusing on renewing traditional growth drivers (investment, consumption, export); at the same time, create breakthroughs to promote new growth drivers, new and advanced production forces (such as digital transformation, green transformation, semiconductor chips, big data, artificial intelligence, internet of things, cloud computing, optoelectronics, biomedicine, cultural industry, entertainment industry, clean energy...).
Develop breakthrough policies to mobilize social resources, effectively exploit resources from enterprises, and strongly develop private enterprises (striving for this sector to contribute about 65-70% of GDP).
Along with that, effectively implement the summary of Resolution No. 18; promote the arrangement of the apparatus "Refined - Lean - Strong - Effective - Effective - Efficient". Tasks that can be done must be done immediately according to instructions, and for remaining issues, continue to listen to valid opinions and report to competent authorities for further completion. The Prime Minister said that up to now, on average, Government agencies have reduced about 30% of key focal points, in some places up to 50%, on that basis, restructuring the leadership team and cadres, civil servants and public employees.
Effectively implement the Government's Action Program to implement Resolution 57 of the Politburo on science, technology, innovation and digital transformation. This is also a new driving force, like "contract 10" in science, technology and innovation. Implementation requires great strength, drastic action with the right methods and approaches.
Promote the implementation of 3 strategic breakthroughs; continue to build and perfect institutions, "breakthrough of breakthroughs", "open policies, smooth infrastructure, smart governance" to reduce compliance costs for people and businesses; reduce logistics costs, input costs for production and business, increase product competitiveness and improve labor productivity.
Promote the development of strategic infrastructure; research and exploit space, sea space, underground space. Strive to complete 3,000 km of expressway and over 1,000 km of coastal road by the end of 2025; basically complete Long Thanh airport, expand Tan Son Nhat airport, Noi Bai airport. Start construction of railway connecting with China, continue urban railway projects in Hanoi, Ho Chi Minh City; complete the construction of feasible projects of North-South high-speed railway, Ninh Thuan nuclear power plant; build an international financial center in Ho Chi Minh City and Da Nang City... Focus on developing social infrastructure, health care, education, culture, sports...
Focus on training and developing human resources, especially high-quality human resources. Effectively implement the Project to train 50-100 thousand semiconductor engineers.
Focus on cultural development, ensure social security, proactively prevent and combat natural disasters, and respond to climate change. Strongly promote the spirit of mutual love, national affection, and compatriotism, which are also great resources.
Cultural development is an endogenous strength; promote the development of cultural and entertainment industries. Organize well the activities to celebrate major holidays and important events of the country in 2025.
Continue to care for the poor, those with revolutionary contributions, the disadvantaged, ethnic minorities, and remote areas. In 2025, we will resolutely eliminate temporary and dilapidated houses and build 100,000 social housing units.
Implementing major projects: projects to prevent landslides, subsidence, flooding, drought, and salinity in the Mekong Delta; projects to prevent landslides in the northern and central mountainous areas; projects to prevent air pollution in major cities; and handling traffic congestion.
Maintain independence and sovereignty, ensure political stability, social order and safety. Strengthen national defense and security potential. Build a deep and extensive national defense posture, a comprehensive people's security posture, and a solid people's hearts posture.
Promote foreign affairs and international integration, maintain a peaceful, cooperative and developing environment to build the country.
Focus on doing well the work of Party building, building the political system, improving the capacity, leadership and fighting strength of Party organizations and Party members, innovating the Party's leadership methods, especially the method of setting examples and strengthening inspection and supervision. Strengthen the prevention and fight against corruption, waste and negativity.
Along with that, continue to focus on removing difficulties and obstacles for long-standing projects in various fields in localities, especially real estate projects, projects related to land, public assets, renewable energy projects, projects in Hanoi, Ho Chi Minh City, etc.
