Based on the administrative boundaries of wards, communes, special zones and the number of students..., the Department of Education and Training of Ho Chi Minh City has divided the scale of the education sector of 168 wards into 16 school clusters for professional management and educational activities.
Specifically, the 16 management clusters are divided by the Department of Education and Training of Ho Chi Minh City as follows:
- Cluster 1 : includes wards of Cu Chi, Tan An Hoi, Thai My, An Nhon Tay, Nhuan Duc, Phu Hoa Dong, Binh My (old Cu Chi district); Hoc Mon, Xuan Thoi Son, Dong Thanh (old Hoc Mon district).
- Cluster 2 : includes Ba Diem ward (old Hoc Mon district); Dong Hung Thuan, Trung My Tay, Tan Thoi Hiep, Thoi An, An Phu Dong (old district 12).

- Cluster 16 : includes Long Hai, Long Dien, Phuoc Hai, Dat Do wards (former Long Dat district, Ba Ria - Vung Tau) and Nghia Thanh, Ngai Giao, Kim Long, Chau Duc, Binh Gia, Xuan Son wards (former Chau Duc district, Ba Ria - Vung Tau); Ho Tram, Xuyen Moc, Binh Chau, Hoa Hoi, Hoa Hiep, Bau Lam wards (former Xuyen Moc district, Ba Ria - Vung Tau); Con Dao special zone.
Each cluster includes schools from kindergarten to high school, vocational education and continuing education in the ward where they are located. The leader of the Department of Education and Training of Ho Chi Minh City said that for each professional cluster, for each subject, the Department of Education and Training assigns 1-2 managers/teachers to take on the role of network teachers to provide professional support to teachers in the cluster.
In preparation for the 2025-2026 school year, the entire city is expected to put into use 1,287 new classrooms from the budget. Currently, the Department of Education and Training of Ho Chi Minh City is synthesizing the policies of the localities before the merger (Binh Duong, Ba Ria - Vung Tau) to advise on building support policies for the network of teachers, and submit them to the Ho Chi Minh City People's Council for approval.
