Hue City reinforces lakes and irrigation dams before flood season

With the attention of the Government and ministries, in recent years, many dams and reservoirs in Hue City have been invested in, repaired, upgraded and modernized, contributing to improving the safety of the works and water regulation. However, there are still some medium and small irrigation dams and reservoirs in the area that were built a long time ago and are degraded and damaged, needing to be quickly repaired.

Due to increasingly unpredictable and complicated weather conditions, before this year's storm season, the Hue City Irrigation Department and related units have organized safety inspections of local dams and irrigation reservoirs.

According to statistics, Hue City currently has 56 dams and irrigation reservoirs, including Ta Trach reservoir, an important project related to national security, 8 large reservoirs, 17 medium-sized reservoirs, 30 small reservoirs and more than 50 other small irrigation reservoirs.

In addition, in the localities, there are 275 dams, providing water for nearly 62,000 hectares of agricultural land, providing more than 1.2 billion m3 of water for daily life, industry, combined with power generation, flood prevention, drought, saltwater intrusion and environmental improvement.

Recently, the Department of Agriculture and Environment (DARD) of Hue City; the Advisory Council for the assessment of dam and reservoir safety coordinated with localities and units to inspect 55 dams and irrigation reservoirs. The units conducted test operations of spillway equipment, water intake sluices, backup generators, communication systems and other backup equipment of reservoirs with sluice gates. Through inspection, all equipment was operating normally, no major incidents were detected in the key items. Mr. Dang Van Hoa, Head of the Irrigation Sub-Department of Hue City, said that up to now, 100% of local dams and reservoirs have been inspected according to regulations. 70% of the reservoirs have had disaster response plans prepared for approval by competent authorities and 80% of the dams and reservoirs have been declared and registered for dam safety. In particular, recently, the Dam Repair and Safety Improvement Sub-project (WB8) of Thua Thien Hue Province (now Hue City) has completed the investment in repairing and upgrading 9 lakes, including Phu Bai 2, Ta Rinh, Cua, Phu Nu, Ba Cua, Ka Tu, Khe Rung, Cay Coi, and Nam Lang. In addition, Tho Son, Khe Mang, A La, Kam Don B, Khe Ngang, Khe Nuoc reservoirs... have also received investment funding for repair and upgrading from units and localities.

However, currently, there are a number of medium and small reservoirs under the management of localities in Hue City that have not been maintained or repaired due to lack of funding. Some dams and reservoirs have damaged opening and closing systems at the water intake gates, with slight erosion and seepage at the downstream dam slopes. Upon inspection, the authorities discovered that 5 dams were leaking, including dams at Truoi, Thuy Yen, A La, Thiem Cat, and Nam Giang lakes; 4 dam slopes at Ben Van 1, Ben Van 2, My Xuyen, and Nam Giang lakes were damaged, eroded, and had their slopes slid in the upstream and downstream areas. Currently, these lakes are still storing water, ensuring safety. In addition, 7 spillways are cracked, 17 spillways are eroded in the spillway body and tail areas; 5 water intakes and 11 valve systems are damaged. The Khe Ngang reservoir management and operation road is low and flooded; The roads to the main dams of Ha Roi reservoir, Khe Mang lake (Phong Dien town), and Con Thon lake (Hue city) have not been invested in, making travel very difficult. Some management roads and works on the canal have been degraded and have not been upgraded. Flood drainage roads at the spillway and sluice gates of the reservoirs have been silted up, with many trees and grass growing on the dam body, and signs of works, danger signs, and water level markers peeling off.

According to Mr. Nguyen Dinh Duc, Director of the Department of Agriculture and Environment of Hue City, at Thuy Yen reservoir, due to the impact of storms and heavy rains, the energy dissipation bank after the spillway of this reservoir has collapsed. The Department has coordinated with relevant units to inspect the current situation and requested Hue City Irrigation Exploitation Company Limited to organize repairs and fix the damage. Previously, the People's Committee of Thua Thien Hue province (now Hue city) planned to allocate about 1 billion VND to upgrade and repair the damaged energy dissipation bank at Thuy Yen reservoir. However, up to now, the unit managing and exploiting the project has not yet established the necessary procedures to carry out repairs according to regulations. Meanwhile, Ben Van 1 reservoir is a small reservoir, Ben Van 2 reservoir belongs to a dam project with a height of less than 5m or a reservoir with a total capacity of less than 50,000m3. The People's Committee of Hue City assigned the People's Committee of Phu Loc District (old) to manage, exploit and operate these two reservoirs. The current state of the dam surface and the downstream slope of the two reservoirs has not been reinforced, due to the impact of surface water drainage causing erosion of the dam slope.

Faced with the above situation, to ensure the safety of dams and irrigation reservoirs in the area, on July 22, Vice Chairman of Hue City People's Committee Hoang Hai Minh sent an official dispatch to relevant departments, branches, units and localities. Accordingly, the Vice Chairman of Hue City People's Committee requested Hue City Irrigation Exploitation Company Limited to carry out necessary procedures to upgrade and repair the damaged spillway protection roof at Thuy Yen reservoir and upgrade and repair Nam Giang reservoir. Requesting Hung Loc Commune People's Committee (Hue City) to immediately repair and fix the dam face, dam body, and downstream dam roof of Ben Van 1 and Ben Van 2 reservoirs to ensure the safety of the works. At the same time, requesting the People's Committees of communes and wards to repair and fix damaged and degraded dam and irrigation reservoir items to ensure safety before the 2025 flood season.
