The Department of Natural Resources and Environment of Ho Chi Minh City has just sent a document to the People's Committees of districts, Thu Duc City and the City Land Registration Office regarding the handling of records of arbitrary change of land use purpose, arbitrary division of plots, and transfer of rights by hand.

Accordingly, the City Land Registration Office is assigned to direct the branches of the district land registration office, Thu Duc City, based on the actual situation to coordinate with the Department of Natural Resources and Environment, the Department of Urban Management and the People's Committee at the commune level to determine the conditions for granting certificates for cases of hand-written sales.

In addition, units also need to proactively plan to review, classify records, time and implementation steps.

The Department also requested the People's Committees of districts, towns and Thu Duc City to base on the local situation to develop a coordination mechanism between agencies and units in reviewing records, handling violations, and giving opinions on planning, limits and infrastructure conditions when considering granting red books for cases of hand-written transactions.

At the same time, the People's Committees of wards, communes and towns need to have a plan to widely publicize information and propagate, requiring people to declare and register according to regulations.

The above instructions of the Department of Natural Resources and Environment were issued after the direction of the Ho Chi Minh City People's Committee (October 18) on speeding up the process of granting certificates, including cases of real estate bought and sold with handwritten documents.

The City People's Committee noted the need to classify types of documents, determine implementation time, and build a coordination mechanism between agencies and units in handling related issues.

At the same time, infrastructure and planning conditions must also be ensured to prevent subdivision, land division, and illegal construction.

At the Ho Chi Minh City socio -economic press conference at the end of October, Mr. Pham Duy Han, Deputy Head of the Land Registration Department, Ho Chi Minh City Department of Natural Resources and Environment, said that the issuance of certificates is only carried out after the competent authority has handled land violations (for example, imposing fines if any).
