On December 31, the Korean Central News Agency (KCNA) reported that North Korean leader Kim Jong Un closed 2023 with an order to develop military arsenals to prepare for the possibility of conflict on the Korean Peninsula.

According to KCNA , at a five-day plenary meeting of the Central Committee of the Workers' Party of Korea (WPK) at the end of the year (ending on December 30), North Korea announced military development plans for next year, including launching three more spy satellites, manufacturing unmanned aerial vehicles (UAVs) and developing electronic warfare capabilities, as well as strengthening nuclear and missile forces.

On the same day, South Korea's Yonhap news agency reported that North Korean Marshal Pak Jong Chon, who was dismissed earlier this year, returned to the second most powerful position in the country's military, after leader Kim Jong Un, at the above conference.

Pak Jong Chon was reappointed as Vice Chairman of the Central Military Commission, the second most powerful figure in the North Korean military. As part of the WPK reshuffle, Pak Jong Chon was appointed as a member of the Politburo and Secretary of the WPK Central Committee.
