Submitting to the Prime Minister a new plan to 'upgrade' Cam Lo Expressway

TPO - The Ministry of Transport has just submitted to the Prime Minister a pre-feasibility study report on the investment project to expand the Cam Lo - La Son expressway from 2 lanes to 4 lanes, with a total investment of about 6,500 billion VND.

This is the second time since June that the Ministry of Transport has submitted to the Prime Minister for approval the investment policy for the North-South Expressway expansion project in the East, Cam Lo - La Son section, after receiving and finalizing opinions from relevant ministries and local agencies.

In this submission, the Ministry of Transport proposed to expand the Cam Lo - La Son expressway with the starting point coinciding with the end point of the Van Ninh - Cam Lo route (in Cam Hieu commune, Cam Lo district, Quang Tri province); the end point coinciding with the starting point of the La Son - Hoa Lien project (in Loc Bon commune, Phu Loc district, Thua Thien Hue province).

The length of the expressway is 98.35 km, of which the section through Quang Tri province is about 36.3 km long; the section through Thua Thien Hue province is about 62.05 km long.

The project will expand the cross-section of the Cam Lo - La Son expressway from 2 lanes to 4 lanes, and the roadbed width from 12m to 22m. For sections with a 23.25m roadbed, the cross-section will be restructured to expand the emergency stop strip.

The expansion of Cam Lo - La Son expressway is expected to be completed in May 2025.

Bridge projects on the route will maintain the invested bridges with a scale of 4 lanes; expand the remaining bridges to ensure a scale of 4 lanes, the bridge width is suitable for the roadbed width.

The project also invests in completing two intersections with Provincial Road 16 and Provincial Road 12B in the form of interconnected different levels, ensuring synchronous and safe exploitation; invests in intelligent traffic systems, toll stations, vehicle load inspection stations and a management and operation center for the Cam Lo - La Son route.

The total preliminary investment of the project is about 6,488 billion VND (about 500 billion VND lower than the plan in June). Of which, construction and equipment costs are 5,078 billion VND; compensation, support and resettlement costs are 84 billion VND; project management, consulting and other costs are 406 billion VND; contingency costs are 920 billion VND.

Based on the necessity, urgency, and investment efficiency, to ensure successful implementation and early completion of the expansion of the Cam Lo - La Son expressway section, the Ministry of Transport proposes to implement the project in the form of public investment. After completion, a plan will be developed to recover state capital.

If approved by competent authorities, the project will be prepared for investment in 2024 and basically completed in 2025.
