Phan Dinh Phung Ward, a new administrative unit established on the basis of merging 7 old wards, is one of the largest wards in Thai Nguyen province. After 1 month of implementation, the activities of the ward's Public Administration Service Center have been operating in a disciplined manner, although there are still many difficulties.

Phan Dinh Phung Ward Public Administration Service Center is located at the old Thai Nguyen City People's Committee headquarters, arranged with 6 linked areas, serving the administrative procedure settlement needs of people in the ward.

The Center currently has 7 staff, including 1 Director, 1 Deputy Director, 5 specialists and 6 non-specialized staff assigned to support receiving documents and returning results at service areas. The system of equipment and facilities is invested synchronously, meeting well the operational requirements.

A 24/7 hotline has been established, and the list of administrative services for receiving and returning results is publicly and transparently posted.

From July 1 to July 15, 2025, Phan Dinh Phung Ward Public Administration Service Center received and processed 892 records. Of which, 460 records were received directly and 432 records were received online. The total number of records resolved was 671, of which 654 records were resolved on time and before the deadline, accounting for 97.47%.

However, there are still 17 overdue cases. There are currently 222 cases in the process, and 45 cases are not eligible for acceptance.

Mr. Nguyen Ngoc Buong, residing in Group 12, in the old Tan Thinh Ward, shared: I am nearly 90 years old, my family's land documents have not been processed for a long time, now I need to adjust, the staff gave me very clear and enthusiastic instructions. I appreciate the service spirit after the merger.

However, Mr. Buong also said that some other procedures such as household registration confirmation still make people have to travel and waste time.

Taking note of the people's feedback, Mr. Chu Minh Quan, a public administration specialist, explained: The workload after the merger is quite large, every day we process dozens of records from many fields. In particular, the civil status software often has errors, is not connected to the one-stop system, causing delays and errors.

Mr. Tran Dinh Thin, Vice Chairman of the Ward People's Committee and Director of the Public Administration Service Center, informed: In the first phase, we had a lot of pressure, due to receiving a large number of documents from 7 old wards at the same time. Along with that, the information technology system was not synchronized, the pre-configured process in the software did not match the reality, causing confusion for the task implementation team. The Center is coordinating with related units to promptly overcome these shortcomings.

Although there are still many difficulties to overcome, after 1 month of implementing the two-level government model, Phan Dinh Phung ward has gradually shaped its organizational structure, processes and service spirit. The use of online public services by people is a positive signal, showing a change in administrative habits.

With appropriate technical adjustments, Phan Dinh Phung Ward Public Administration Service Center is expected to continue to improve operational efficiency, moving towards a professional administration, taking people as the center of service.
