China plans to reform universal health insurance

China plans to increase the government 's annual per capita subsidy for residents enrolled in national basic health insurance by 30 yuan ($4.7) to 670 yuan this year.

According to a joint announcement by the National Health Insurance Administration, the Ministry of Finance and the General Administration of Taxation of China, the average insurance payment per capita will increase by 20 yuan, reaching 400 yuan per person.

The National Health Security Administration also said that for the first time since 2016, the increase in individual payments was lower than the financial subsidy.

As people live longer and spend more on health care, China believes that raising premiums is a necessary measure to improve services and ensure the smooth operation of the national insurance system.

The announcement also mentioned a new system and goals including covering prenatal testing costs as outpatient expenses, adding more rural clinics to the insurance program; ensuring a 99 percent or higher enrollment rate for rural students from low-income or recently escaped-poverty families; and providing incentives for those who participate in the plan for many consecutive years.
