Primary school returns money to parents for illegal collection

Previously, some parents of first grade students at Kim Tan Primary School (Kim Thanh, Hai Duong ) reported that some fees collected at the beginning of the year were unreasonable.

According to the list of parents' records and reports, the total amount of fees collected is more than 5 million VND/student. Many fees that parents find unreasonable are 90,000 VND/student for classroom cleaning, while there is already money for cleaning the school and classrooms.

The class fund is 100,000 VND/student, while there is already money from the parents' association fund. Photocopying fee is 70,000 VND/student; the socialized fee is 400,000 VND/student. Many parents have temporarily paid the homeroom teacher about 2 million VND.

The representative of the Board of Directors of Kim Tan Primary School informed that the school has deployed the content of the collection to the homeroom teachers of the whole school. Some collections are not included in the directive such as: class cleaning fee, class fund, mid-autumn festival, photocopying...

Regarding the socialized revenue, the school plans to mobilize sponsorship to buy beds for boarding students, but on a voluntary basis. The school also mobilizes support from businesses and other benefactors. Regarding the revenue from making curtains, the parents' representative committee has also asked for the school's opinion.

After receiving feedback from parents, the school's board of directors requested the homeroom teacher to notify parents to temporarily stop collecting illegal fees such as class cleaning fees, class funds, mid-autumn festival fees, photocopying documents, and first grade sunshade curtains; and temporarily stop receiving donations for boarding organizations. When there is a specific fundraising plan, the school will notify later and return the money to parents who have paid.

A representative of the Kim Thanh District Department of Education and Training said that immediately after receiving the feedback, the unit inspected and verified at Kim Tan Primary School on the morning of September 16. The unit requested the school to immediately stop collecting illegal fees and return the incorrect fees to parents who had paid. At the same time, the Principal of Kim Tan Primary School was requested to report and review the incident in writing.

On September 14, the People's Committee of Kim Thanh district issued a document requesting schools to strictly implement the collection of fees in accordance with the documents and regulations approved by competent authorities; no other fees are allowed to be collected.

Schools that organize collection must ensure publicity and transparency. School principals will be responsible before the law and the District People's Committee for the implementation of collection in schools.
