From October 5, roadside rest stops must have charging stations for electric vehicles.

Recently, the Ministry of Transport issued Circular 09/2024/TT-BGTVT amending 01:2024 QCVN 43:2012/BGTVT - National technical regulations on road rest stops.

This Circular takes effect from October 5, 2024.

Accordingly, issued together with Circular 09/2024/TT-BGTVT Amendment 01:2024 QCVN 43:2012/BGTVT - National technical regulation on Road rest stops.

Specifically, the basic construction items of the rest stop are divided into 3 groups, including: Public service works (providing free services), commercial service works and auxiliary works.

Currently, the basic construction items of rest stops are divided into 3 groups: Public service works; commercial service works and auxiliary works, of which it is mandatory to have works from a to e as stipulated in point 2.2.1 of QCVN 43:2012/BGTVT.

In which, public service works (providing free services) include: Parking lot; Rest area; Temporary rest room for drivers; Toilet area; Information provision area; Place to organize and launch traffic safety propaganda; Place on duty for rescue, first aid for traffic accidents (Currently, it is the place on duty for rescue workers, first aid for traffic accidents).

The commercial service facilities of the rest stop include: Food and beverage service area; Product introduction and sales area; Fuel station; Vehicle maintenance and repair workshop; Car wash area; Bedrooms for drivers and passengers staying overnight; Area for installing electric charging posts and electric charging equipment (Newly added content); Transformer station, backup power station (Newly added content).

Supplementary works (recommended): Local or rest stop symbols; Places for production and processing of local specialties; Places for community activities (organizing fairs, cultural activities).

In addition, the regulation stipulates that the minimum number of parking spaces that can accommodate electric cars for charging accounts for 10% of the total parking spaces; investment in infrastructure for installing charging posts and charging equipment depends on usage needs and each investment phase, in which: Type 1 and 2 rest stops are required; Type 3 and 4 rest stops are encouraged.

At the same time, the electricity, water, lighting and communication systems must be synchronous, complete and comply with the regulations in TCVN 4319:2012, QCVN 07:2010/BXD to provide safe and stable services for people and vehicles.

The minimum area for a parking space for passenger cars and trucks is 40 square meters; the minimum area for a parking space for cars is 25 square meters. The parking space must be marked with painted lines and have a separate parking space for the disabled with a minimum area of 25 square meters.

In addition, the toilet area must be waterproof, moisture-proof, odor-free, and well-ventilated; the floor, walls, and equipment must always be clean. The quantity and quality of sanitary equipment must be suitable for each type of construction according to TCVN 4319:2012.
