'The dream of every citizen having a personal assistant comes true'

According to Minister of Information and Communications Nguyen Manh Hung, 2023 is the year of the explosion of AI applications, bringing virtual assistants to every citizen.

"2023 is the year of using new technology, high technology, especially artificial intelligence, to solve specific problems of Vietnam," Minister Nguyen Manh Hung said at the National Digital Transformation Day 2023, on the morning of October 10 in Hanoi . "The dream of each citizen, each civil servant, and public employee having a personal assistant, the dream of giving more knowledge power to people, to nearly three million civil servants, to hundreds of millions of people has become a reality."

The dream of a personal assistant for every citizen has come true.

From the explosive trend of AI applications, the Information and Communications industry is developing four virtual assistants, initially serving people and civil servants.

The first is a virtual assistant that supports the legislative field, through detecting conflicts and overlaps between legal documents "which are already too numerous for humans to detect".

The second is a virtual assistant that supports law enforcement, helping civil servants find answers from relevant legal regulations. "A virtual assistant will be like a knowledge base for civil servants. Working with a virtual assistant is like standing on a knowledge system, so the quality of civil servants is significantly improved," said Mr. Hung.

The third is a virtual assistant in the judicial sector, supporting judges in looking up laws (such as precedents, related judgments, and answering legal situations), supporting the work of judges. This virtual assistant has been put into operation and has helped reduce judges' processing time by up to 30%.

Finally, virtual assistants provide legal support to citizens, answering questions related to laws and state regulations. "Improving the intellectual level of the people is also a way to promote the quality of civil servants," the Minister affirmed.

This year marks the fourth year that Vietnam has promoted digital transformation. The Minister of Information and Communications stated that 2023 is the year that Vietnam's digital transformation "becomes universal and comprehensive".

The goal of digital universalization is identified as the focus, with nearly 100,000 community digital technology teams in each village to guide people in digital transformation. Mr. Hung also emphasized that to quickly and sustainably transform digitally, we must "go both ways", that is, both popularizing basic issues through nationwide digital platforms and quickly moving towards new things through experimentation.

Since last year, Vietnam has chosen 2023 as the year of national digital data. According to the Minister, the digital economy needs to be based on new resources, which are data. "This resource is created by humans and cannot be exhausted. For the first time in human history, instead of exhausting resources, humans create resources for development," he said.

Regarding the development of domestic platforms, Minister Hung said that this is the main and breakthrough solution for Vietnam's digital transformation because "in cyberspace, whoever holds the digital platform will hold the data, and because holding the data will decide everything".

"Countries that want to prosper must prosper in cyberspace. Vietnam wants to become a developed country with high income and must undergo digital transformation," Minister Nguyen Manh Hung concluded.
