To realize the goals of the 10-year socio -economic development strategy (2021-2030) of the country and the direction and tasks of developing the capital until 2030, with a vision to 2045, the Chairman of the City People's Committee requested the Department of Finance to preside over and coordinate with the Department of Planning and Investment and relevant agencies to develop a 5-year financial plan for Hanoi city according to regulations: Ensuring consistency with developments in the world and domestic socio -economic situation and actual implementation in the period of 2021-2025 and forecasting the socio -economic situation, the ability to balance state budget revenue, mobilize and repay debt, and requirements for local financial safety limits in the period of 2026-2030; Policies and orientations of the Party, State and city on budget decentralization and regulations on investment and regular expenditure allocation norms for the next budget stabilization period, principles of safe management of local government debt; promoting self-reliance of city government at all levels.
At the same time, thoroughly cut down on regular expenditures, investment-related expenditures, and expenditures that are not really necessary or urgent such as meetings, receptions, overseas business trips, etc. Prioritize the allocation of the state budget to implement major policies of the Party, State, and City in the 2026-2030 period, focusing on growth, investment and development, ensuring focus and key points, not spreading out or fragmenting, and having the nature of turning around the situation and transforming the state of the City and its departments, branches, organizations, and city authorities at all levels.
Publicity, transparency, efficiency, anti-negativity, anti-corruption in the management and use of state finance and budget; strengthening the assignment, decentralization, and delegation of authority according to the provisions of law, individualizing responsibilities associated with inspection, supervision, and reasonable allocation of resources, especially valuing and promoting the position and role of the head.
The Chairman of the City People's Committee also requested an assessment of the implementation of the 5-year financial plan for the period 2021-2025; at the same time, develop a 5-year financial plan for Hanoi city for the period 2026-2030. In particular, forecast the economic and financial situation, the city's main socio-economic indicators (gross regional product growth - GRDP), consumer price index, growth of production sectors, industries and prices of key products and goods that affect the ability to mobilize and the need to use local financial resources - budget in the 5 years period 2026-2030.
