The National Assembly Standing Committee considers the job positions of 7 groups of officials.

National Assembly Chairman Vuong Dinh Hue delivered the opening speech at the meeting.

Speaking at the opening of the session, National Assembly Chairman Vuong Dinh Hue said that it is expected that over the next two days, the National Assembly Standing Committee will give opinions on two groups of issues. The first group of issues is to give opinions on draft laws to be submitted to the National Assembly for the first time at the seventh session (May 2024), including: Draft Law on Prevention and Combat of Human Trafficking (amended); Law on Notarization (amended); Draft Law on Management and Use of Weapons, Explosives, and Support Tools (amended); Law on Trade Unions (amended) and Law on People's Air Defense.

“In particular, according to the Resolution of the National Assembly Standing Committee on adjusting the law and ordinance building program in 2024, in case the draft Law on Management and Use of Weapons, Explosives and Support Tools (amended) is well prepared and the discussion process at the National Assembly receives high consensus, the National Assembly Standing Committee will consider coordinating with the Government to submit it to the National Assembly for approval at the seventh session according to the regulations at a session,” said comrade Vuong Dinh Hue.

In the second group of issues, the National Assembly Standing Committee gave its opinion on the draft Resolution of the National Assembly Standing Committee on job positions for full-time National Assembly deputies working at the central level, officials and civil servants under the management authority of the National Assembly Standing Committee. The National Assembly Chairman said that from July 1, 2024, salary policy reform will be implemented, in which the most basic content of this policy is to pay salaries according to job positions, positions and titles of leaders.

Comrade Vuong Dinh Hue emphasized that in order to build a salary scale and table system, the first thing is to build job positions. According to the assignment of the Salary Reform Steering Committee, the National Assembly Standing Committee must consider issuing a Resolution, the scope of application for National Assembly deputies working full-time at the central level; cadres and civil servants under the management authority of the National Assembly Standing Committee; the National Assembly Office; the Institute for Legislative Studies; the Supreme People's Court; the Supreme People's Procuracy; and the State Audit.

“There is not much time left until salary reform, so we must urgently complete this extremely important work,” said the National Assembly Chairman.

National Assembly Chairman Vuong Dinh Hue added that after the legal session, the National Assembly Standing Committee will continue to meet (in addition to the regular sessions in April and May) to consider the remaining draft laws to be submitted to the National Assembly at the seventh session.

Immediately after the opening session, the National Assembly Standing Committee proceeded to give opinions on the draft Law on Prevention and Combat of Human Trafficking (amended).
