Defense Minister Phan Van Giang emphasized the respect for the interests and security of all countries when speaking at the Beijing Xiangshan Forum.

In his speech at the plenary session of the 10th Beijing Xiangshan Forum in China today, Minister of National Defense Phan Van Giang affirmed that all countries wish for a comprehensive and harmonious security environment in all fields, emphasizing that the interests and security of all countries need to be understood, recognized, and respected to work together to build peace and development.

Minister Phan Van Giang cited the successful example of ASEAN, a regional organization with most members being developing countries, in contributing to managing and ensuring global security issues.

ASEAN-China cooperation is increasingly developing, the negotiation process to build the Code of Conduct in the East Sea (COC) has initially achieved positive results, demonstrating the political determination of the parties, with the goal of creating a substantive, effective and efficient code of conduct to maintain peace, stability, security, safety, freedom of navigation and aviation in the East Sea.

General Phan Van Giang stated that Vietnam wants all countries to comply with international law, respect each other's independence, sovereignty , territorial integrity, and national interests. Countries, especially developing countries, need to promote "strategic autonomy", respect the diversity, specificity, and specific conditions of each country, but always aim for unity and consensus in awareness, responsibility, and action on global security issues, and cooperate and build strategic trust.

General Phan Van Giang affirmed that Vietnam consistently implements a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification, being a good friend and reliable partner of all countries and an active and responsible member of the international community.

Vietnam always adheres to a national defense policy of peace and self-defense, consistently implementing the policy of not participating in military alliances, not aligning with one country to fight another, not allowing foreign countries to set up military bases or use Vietnamese territory to fight against other countries, and not using force or threatening to use force in international relations.

Vietnam's bilateral defense cooperation with other countries is carried out openly, transparently and without harming the interests of other countries.

China began hosting the Beijing Xiangshan Forum in 2006 to discuss security and defense issues in the Asia-Pacific. The 10th Beijing Xiangshan Forum featured plenary sessions and special sessions under the theme of "Common Security, Maintaining Lasting Peace", with the participation of nearly 50 leaders of the Ministry of National Defense, the military, as well as experts and scholars from many countries and international organizations.
