On September 20 in Da Nang , within the framework of the Master Plan on ASEAN Cooperation 2024 approved by the Government and entrusted with the role of Co-Chair of the High-Level Committee on ASEAN Financial Integration (SLC) for the period 2024-2026, Deputy Governor Pham Thanh Ha co-chaired the 28th SLC Conference hosted by the SBV.
The 28th SLC is the first meeting co-chaired by the SBV and the Central Bank of Indonesia. The meeting was attended by all ASEAN Deputy Central Bank Governors and Timor-Leste (participating as an observer).

Overview of the 28th ASEAN High-Level Committee on Financial Integration (SLC) Meeting.
Speaking at the opening of the Conference, Deputy Governor Pham Thanh Ha said that 2024 is a key year for ASEAN, as this year is a reflection of the progress of the ASEAN Community Vision 2025.
It is also a time to look forward to charting the future of ASEAN by developing strategic plans to implement the ASEAN Community Vision 2045. The conference is an opportunity to discuss how to implement initiatives under the scope of the SLC.
At the SLC Conference, ASEAN Deputy Central Bank Governors and senior speakers discussed developments in the regional and global macroeconomic situation.
At the same time, the Deputy Governors of ASEAN central banks provided guidance for the implementation of future activities of the Working Groups on ASEAN banking cooperation.
These include the ASEAN Working Group on Banking Integration; Capital Liberalization; Financial Services Liberalization; Financial Inclusion; Capital Market Development; Payment System Development.
Task Force on Sustainable Finance, ASEAN Capacity Building Committee; Cybersecurity and Information Sharing Network as well as cooperation initiatives within ASEAN including the ASEAN Swap Arrangement and ASEAN Interoperability Data Framework.
The SLC was established in 2011 within the framework of the ASEAN banking integration process to provide guidance and coordinate the implementation of banking and financial integration initiatives in the region.
SLC members include Deputy Governors of ASEAN Central Banks , under the rotating co-chairmanship of an ASEAN-5 central bank and a central bank from Brunei, Cambodia, Laos, Myanmar, and Vietnam for a 2-year term.
Currently, the SBV and the Central Bank of Indonesia are playing the role of Co-Chairs of the SLC for the 2024-2026 term with the main task of guiding the ASEAN financial and banking integration process; connecting ASEAN central banks with regional financial and banking regulators and international partners to promote policy dialogue for the stability of the financial and banking sector and implementing inter-regional and multi-sector multilateral initiatives.
