The State visit of General Secretary of the Central Committee of the Communist Party of Vietnam To Lam to the Republic of Korea from August 10-13 is expected to open up new strategic opportunities, not only for the Vietnam-RoK bilateral relationship, but also contribute to promoting a balanced, stable and sustainable regional cooperation structure.
In an interview with a VNA correspondent in Seoul ahead of the visit, Professor Choe Won Gi - Director of the ASEAN-India Research Center at the Korea National Diplomatic Academy (KNDA) - emphasized: "Vietnam is a key partner in Korea's foreign policy towards Southeast Asia, especially within the framework of the ASEAN-Korea Solidarity Initiative (KASI)."
According to Professor Choe, although South Korea has just undergone a political power transition, the new administration of President Lee Jae Myung is still committed to maintaining strategic priorities with ASEAN, in which Vietnam plays a central role.
General Secretary To Lam's visit is therefore expected to mark a new development step in the Comprehensive Strategic Partnership between the two countries, focusing on areas such as digital transformation, supply chain, semiconductors, clean energy and maritime security.
Regarding economic and technological cooperation in the context of global competition, Professor Choe said that both Vietnam and Korea are facing an urgent need to reshape their cooperation strategy to respond to changes in the world, including the rise of new technologies such as artificial intelligence (AI), semiconductors and biotechnology.
Professor Choe commented: “Vietnam needs to work with Korea to establish a new generation of technology cooperation platform, not just stopping at consumer products. Human resource training and technology transfer will be the key for the two countries to move up the global value chain.”
Besides bilateral interests, Mr. Choe also noted the weakening central role of ASEAN in the context of the region facing many internal instabilities and strategic competition among major countries.
He said that South Korea and Vietnam should play an active role in shaping a balanced power structure, promoting a rules-based regional order, and protecting freedom of navigation in the East Sea - a vital shipping route for the South Korean economy.
Professor Choe emphasized: “General Secretary To Lam's visit took place at the right time, possibly laying the foundation for a deeper and more comprehensive phase of strategic cooperation between Korea and Vietnam, positively contributing to regional stability and prosperity”./.
